-2- <br /> in an Emergency Program Manager Disaster Preparedness Course in <br /> Maryland, January 23rd through January 26th with all expenses , except <br /> meals , paid. <br /> Councilman Ranallo reported the League of Minnesota Cities is setting <br /> up a Legislative Communications Committee on which Mr. Childs indicated <br /> he had agreed to serve as the City ' s legislative contact in the coming <br /> year. <br /> Chief Hickerson introduced the four police reserves who had completed <br /> their training and would be sworn in that evening. Carol Johnson <br /> administered the oath of office to Janet Rantala, David Hrbacek , <br /> Paul Olson , and Dominic Cotroneo. The Mayor and each of the Council <br /> members extended their personal congratulations to the reserves and <br /> told them how valuable they perceived their volunteer service would <br /> be to the City. There would now be seven reserves in his department, <br /> according to Chief Hickerson , and the Mayor indicated he believes <br /> ten would be the most the City could efficiently use to the benefit <br /> of the City and the volunteers themselves . He then presented the Chief <br /> with a check for $175 . 00 from the St. Anthony Kiwanis Club. for the <br /> purchase of locks to be used in a burglary prevention display , which <br /> had been requested by Sergeant Puffer. <br /> There was an in depth discussion of the efficient manner in which the <br /> 17 inch snowfall had been removed by the Public Works Department from <br /> the City streets December 28th. However, Councilman Enrooth noted <br /> • that the inability of surrounding communities to clear their streets <br /> had prevented passage much beyond the City boundaries . <br /> Councilman Marks said he recognized the problems the City has trying <br /> to get all the walkways plowed out, but indicated he would like to <br /> see them cleared as soon as humanly possible , especially the one cn <br /> the Soo Line Bridge on Silver Lake Road where walking was risky for <br /> the first few days after the storm. Mr. Childs said , although the <br /> bridge is the County ' s responsibility, he .would request the Public <br /> Works Director to keep a close watch on the condition of that walk- <br /> way in the f uture. <br /> Councilman Ranallo recalled a recent discussion on the Council related <br /> to charging for services delivered by the City saying one resident <br /> had wondered whether the City could undertake the job of clearing <br /> driveways at the same time they plowed the roads , anticipating the <br /> City crews would respond much faster than private firms . <br /> A large percentage of the forty alarm calls recorded in the November <br /> Police Report were the result of faulty alarm systems in two Apache <br /> stores , according to Chief Hickerson. He agreed with Councilman <br /> Ranallo that a recent home burglary in the City while the family was <br /> attending a funeral seemed to indicate it would be prudent for families <br /> not to list their home addresses in obituaries . That report, along <br /> with the November Fire Department Report and the December liquor <br /> • operations summary were accepted as informational following a report <br /> on the latter by the Manager. Mr. Childs indicated he believes the <br /> annual net liquor operations figures would be brighter than the eight <br /> percent drop in gross sales reported in December as compared to last <br /> year' s gross sales. <br />
