-3- <br /> The January 4th staff meeting notes and the information related to the <br /> Emergency Management Training Course Mr. Childs and Mr. Entner would <br /> be attending were noted and ordered filed. The Manager assured the <br /> Council he would sign no contract with MAPSI until alternatives had <br /> been researched and the franchise agreement with Minnegasco would not <br /> be renewed until the Suburban Rate Authority review is completed. <br /> When the Council ' s responses to the L.M.M. request to rank legislative <br /> action in the order of their importance to the City are returned to <br /> Mr. Childs , he will send the legislative action survey to the League <br /> for consideration at their annual legislative conference to be held <br /> January 26th. <br /> The Council had been provided copies of the Manager' s January 3rd letter <br /> to the Metropolitan Council requesting the agency ' s assistance in <br /> developing a housing plan for St. Anthony which Mr. Childs said the <br /> H. R.A. consultant believes would be advantageous for the City ' s <br /> redevelopment plans . The Planning Commission would be involved in <br /> the development of the plan. Council members had also been provided <br /> a copy of the Mayor' s memo in which he addressed the advantages he <br /> sees - for establishing terms of service for Planning Commission members , <br /> and he indicated he believes such, action might be a way of avoiding <br /> politicizing Commission service and a justification for investing in <br /> more education for the Commission members when longer terms of service <br /> are assured. Mr. Childs agreed to report the Council ' s comments on <br /> the proposed ordinance in such a manner that there would be no mis- <br /> understanding on the Commission that the intent of the ordinance is to <br /> in any way limit the service of any Commission member, but, rather , <br /> would be designed to provide greater continuity of planning experience <br /> and knowledge on that body than is now guaranteed under the existing <br /> annual appointment procedure. Candidates for the two vacancies on the <br /> Commission will be interviewed by the Council at a special Council <br /> meeting scheduled for 7 :00 P.M. , January 17th, with each interview <br /> limited to 15 minutes . Any candidate who is unable to attend this <br /> session would be invited to be interviewed at 7 :00 P .M. , just prior <br /> to the January 25th meeting. <br /> Appointments to the Human Services and Chemical Awareness Committees <br /> would also be made at the same meeting , with the City ' s representative <br /> to the Eastside Hennepin County Services Council to be appointed at <br /> a later date. <br /> Motion by Councilman Marks and seconded by Councilman Ranallo to adopt <br /> the resolution which authorizes the budget transfers necessary to <br /> balance the City budgets for the year-end closing . <br /> RESOLUTIO14 82-063 <br /> A RESOLUTION. MODIFYING THE 1982 BUDGET <br /> Motion carried unanimously. <br /> • The need for more St . Anthony subscribers to the Bulletin was indicated <br /> to Jim Schwartz , the Bulletin reporter, who told of his paper 's plans <br /> to conduct a subscription campaign in St. Anthony sometime within the <br /> -� next year . <br />
