Silver Lake Road <br /> St. Anthony, MN 55418 <br /> Subj: Kenzie Terrace Redevelopment Project <br /> Just Compensation, Authorization to Acquire <br /> Parcel #07-029-23-24-0004 <br /> Dear Commissioners: <br /> The purpose of this letter is to ask the HRA to establish Just Compensation <br /> for this parcel of property and its improvements and fixtures and to auth- <br /> orize the HRA attorney, myself and Executive Director to purchase the <br /> property. <br /> The appraisal work required by state statute has been completed. I have <br /> reviewed the appraisals completed by O.J. Janski and Associates, for real <br /> estate; C.R. Pelton and Associates for immovable fixtures, and the review <br /> appraisal completed by Donald Hennessy. <br /> This property, located at 2601 N.E. Kenzie Terrace, contains 41,800 s.f. <br /> There are no easements of record existing across the property. The property <br /> • fronts on Kenzie Terrace to the .south. Kenzie Terrace has two traffic lanes <br /> in either direction and has a center median and concrete curbs and gutters. <br /> There is no median cut in front of the subject site. All common public <br /> utilities are available to the site. There are no soil tests available <br /> on the site. The site is relatively flat with no tree cover. <br /> Immediately adjoining the site to the east is a vacant parcel of land. <br /> Further east on the same side of Kenzie Terrace, are located several smaller <br /> service and small retail commercial buildings. North of the site is a <br /> middleclass residential neighborhood. Adjacent to it on the west is a <br /> mobile home park. Across Kenzie Terrace to the south is St. Anthony Village <br /> Shopping Center, which attracts large vehicle traffic counts in this vicinity, <br /> resulting in the subject site being possibly influenced from the increased <br /> visibility. <br /> O.J. Janskils opinion is that the highest and best use of the site would be <br /> for some type of multi-residential housing. This opinion is shared by <br /> the review appraiser, Hennessy. <br /> The site contains one-story, concrete block, 2 foot steel bar joist, auto <br /> body garage. The building was built in 1953 and added onto in 1958. The <br /> building contains 450 s.f. of office area with asphalt tile, carpeting, <br /> paneling and suspended acoustical tile ceiling. No loading docks, indus- <br /> trial sectional windows, exposed steel frame supported metal deck, 100 amp <br /> system in both front and rear, 40 gallon automatic gas water heater, wash- <br /> room, 2 Johnson ceiling-hung gas space heaters, 1 Reznor space gas heater... <br /> all in shop area, 1 ceiling-hung unit in main office area.
