7- EASTSIIDE
• HEN ,EPI COUNTY HUMAN SERVICES COLT 'CH,, I1\TC.
2534 Central Ave. N.E. Rm.202 Mpls.Mn. 55418 Ph.348-4821
Summary Of Survey Regarding County Funded Services
In June of 1983, the Eastside Community Services Council conducted a survey
to ascertain the priority of need for human services. A questionnaire was drafted
for this purpose and sent to approximately two hundred persons. Those included
in the sample are providers of services, pastors of area churches, principals and
- -- social workers in area schools, and others involved with human services. Sixty-
six responses were returned, six of which had no forwarding address.
The survey (see attachment) is- broken down into six major categories with
county funded services being grouped into each one. There is a ranking by unit
in each category in addition to an overall aggregate. Each unit is rated- by the
respondent and a weighted average of need is determined by dividing all points by
the total number of respondents. In addition, each major category is tested.
Several ties exist and these are denoted by an asterisk (*) . Several units not
included under county funded services appear at the end of the survey. Because
of only one response to each item, a formal analysis is not in order. Comments
from respondents are included in the instrument.
Shelters for battered women and employment training/counselling tie for the
• number one overall priority ranking. Youth diversion, as a part of the Chemical
Dependency grouping, rates second with emergency social services (three) , child
protection (four) and adult day care (five), following closely behind. These top
five priorities largely reflect considerations emanating from current economic
conditions. Until the present condition of the economy improves, there will be
continued emphasis placed upon employment training/counselling, shelter for
battered women, emergency social services, and other concerns related to the
family unit.
By category, the top six priorities are:
1. Other Services (3.615)
2. Adult Services (3.598)
3. Mental Retardation (3.571)
4. Services for Children- (3.553)
5. Chemical Dependency ,(3.506)
6. Mental Health (3.414)
Of the. total responses in the sample (2030) divided into the sum of points
(7184), a weighted average of 3.538 is decided upon for the entire survey. This
• indicates- a general consensus for some expansion and maintaining current levels
(Continued)
