CITY OF ST. ANTHONY
REQUEST FOR CITY COUNCIL ACTION
------------------------------------------------------------------------
• Date Submitted Type of Action Requested Agenda Item Number
Resolution
October 18, 1984 Ordinance New Business-1
Date Action Requested X Formal Action/Motion Title Sister Cities
Other
October 23, 1984
------------------------------------------------------------------------
TO: Mayor and Councilmen
FROM: David M. Childs, City Manager
------------------------------------------------------------------------
SUMMARY DISCUSSION OF SUBJECT: Several weeks ago I was instructed by the
Council to see if there was any interest in the community regarding the Sister
Cities program. I mailed the attached letter to 28 agencies and organizations in
the community. The following agencies have called me expressing support and
interest in the idea. They have all indicated a desire to have a representative on
any Sister Cities committee that may be formed. Additionally, I made a conscious
effort not to solicit comment after the letter was sent . The list shows those
groups who made an effort to contact me to respond.
1 . Wilshire Park School - Dave Abramson
2. St . Anthony Middle School - Crystal Merriweather
3. St . Anthony High School - Al Rosinski
4. School Board - Dave Bordwell
5. Community Services Advisory Committee - Ron Hansen
6. Wilshire Park PTA - Barbara Svalstad
7. St . Anthony Chamber of Commerce - Board Action
8. St. Anthony Civic Orchestra - Carol Jensen
9. North Suburban Center for the Arts - Marjorie Glass
10. St . Anthony Petal Pushers - Ann Fisker
Because of the structure of the program, the City Council is the body which must
take a leadership role. With the enthusiastic response I have received, the $100
membership fee should not be difficult to justify.
RECOMMENDATION: I recommend that:
1 . The Council act to join Sister Cities International and that -
2. A Sister Cities Advisory Committee be set up with a member allowed from each of
the interested groups and a member from the Council . The group should meet and
draft by-laws which would be returned for Council review relating to how
vacancies are filled, who may serve on the Committee and spelling out the pro-
cess by which a recommended selection of a Sister City would be presented for
final City Council approval .
• CITY MANAGER'S REVIEW: COMMENTS :
i2 11 NEE
