Council Meeting <br /> February 13, 1990 <br /> page 6 <br /> I planning the Open House for Tom Burt, the City Manager. <br /> 2 <br /> 3 Mayor Pro-tem Ranallo noted that Hennepin County Commissioner Sivanich <br /> 4 is now a resident of St. Anthony. He felt it would be appropriate to <br /> 5 invite Commissioner Sivanich to attend a Council Meeting to be welcomed <br /> 6 into the community. The City Manager will invite the Commissioner to <br /> 7 attend the next Council Meeting. <br /> 8 <br /> 9 Dennis Cavanaugh, a resident of the City, suggested the Council institute <br /> 10 an Open Mike policy for residents to speak at Council Meetings. He felt <br /> 11 that there is presently no procedure which encouraged residents to have <br /> 12 an opportunity to make inquiries nor suggestions. Mayor Pro-tem Ranallo <br /> 13 responded that this could be done but that the Council would not have <br /> 14 answers available to inquiries if the subject is not on the agenda and <br /> 15 if the staff has not had time to research the issue. <br /> 16 <br /> 17 Councilmember Marks felt this was a valid suggestion and should be included <br /> 18 on the agenda so everybody could be heard. The City Manager encouraged <br /> 19 residents to contact staff at City Hall with their questions noting that <br /> 20 many questions are answered by staff and the issue never reaches the <br /> 21 Council . <br /> 22 •23 Mayor Pro-tem Ranallo requested the City Manager to investigate how this <br /> 24 type of request has been handled in other cities. <br /> 25 <br /> 26 1 . Proclamation <br /> 27 Motion by Marks, second by Enrooth to approve the proclamation designating <br /> 28 the week of March 4 - 11 , 1990 as Volunteers of America Week in St. Anthony. <br /> 29 <br /> 30 Motion carried unanimously <br /> 31 2. Appointments to the Planning Commission <br /> 32 Motion by Makowske, second by Enrooth to appoint Ted Brownell and Jerome <br /> 33 Faust to three year terms on the Planning Commission and Ron Hansen to a <br /> 34 one year term on the Planning Commission. <br /> 35 <br /> 36 Roll call : Enrooth, Makowske, Ranallo - aye <br /> 37 Marks - nay <br /> 38 <br /> 39 It was noted that ten residents had applied to serve on the Planning <br /> 40 Commission. <br /> 41 <br /> 42 B. City Manager's Report <br /> 43 <br /> 44 1 . Sale of Lottery Tickets <br /> 45 The Liquor Operations Manager has indicated he is supportive of having <br /> 46 the sale of lottery tickets available in the off-sale package store but <br /> 47 not in the on-sale. He sees these tickets as a tool for bringing in <br /> 48 additional business. <br /> 49 <br /> 50 Mayor Pro-tem Ranallo observed that the electorate in the State voted <br />
