H.R.A., Meeting <br /> April 10, 1990 <br /> page 2 <br /> 1 were $50,335. 12. . <br /> 2 <br /> 3 Paul Brewer, a representative of the developer of Autumn Woods, requested <br /> 4 the Council take no action on this request at the present time but rather <br /> 5 discuss it at a Council work session. <br /> 6 <br /> 7 It was noted that tax increment funds cannot be transferred from -one TIF <br /> 8 District to another. but may be used . in the same district for further <br /> 9 development. <br /> 10 <br /> 11 The City Manager observed that this matter can be deferred for one year from <br /> 12 this date when there will. be a tax statement available for a full year. <br /> 13 <br /> 14 The City Attorney agreed and felt there would be no problem if this matter <br /> 15 were deferred until- a later date for further consideration. Councilmember <br /> 16 Enrooth felt this was the intent of the Council previously. <br /> 17 <br /> 18 Mr. Brewer requested this matter be considered at the Council work session <br /> 19 on May lst. He would be prepared to make additional presentations to support <br /> 20 his request and stated he preferred this matter not be delayed for a year. <br /> 21 <br /> 22 Motion by Marks, second by. Ranallo to lay the matter of the LaNel request <br /> �3 for excess TIF money over for one year, to be brought back up again in • <br /> 24 April 1991 after the 1990 tax statements are out. <br /> 25 <br /> 26 Roll call : Enrooth, Ranal lo, Marks - aye <br /> 27 Makowske - abstain <br /> 28 <br /> 29 6. LANEL - CURB CUT ON KENZIE TERRACE <br /> 30 <br /> 31 LaNel is requesting that money be made available through H.R.A. funds for <br /> 32 a curb cut. The City Manager indicated that the cost would be approximately <br /> 33 $25,0.00 and this amount is available in the H.R.A. fund. <br /> 34 <br /> 35 Commissioner Ranallo inquired as to what LaNel has planned for pedestrian <br /> 36 access. <br /> 37 <br /> 38 Mr. Brewer responded that LaNel intends to install a pedestrian access or <br /> 39 a ramp. The developer is hoping for some cooperation from Kraus-Anderson <br /> 40 in the area. He noted that if they don't cooperate the access will have <br /> 41 to be built up against their wall . <br /> 42 <br /> 43 The City-Manager suggested this pedestrian access could be tied into the <br /> 44 Walker property as there is a natural incline in that location. <br /> 45 <br /> 46 Commissioner Enrooth indicated that the location of this access would be <br /> 47 more conducive for traffic flow. Brewer assured that the pedestrian access <br /> 48 is definitely in the plan. <br /> 49 • <br /> 50 He noted that LaNel is looking at improving access for emergency vehicle <br />
