Regular Council Meeting <br /> May 8, 1990 <br /> page 9 <br /> 1 an ordinance for the issuance of temporary wine licenses. <br /> 2 <br /> 3 Noting that the section in the Ordinance which requires an organization <br /> 4 to have been in existence for three years, Councilmember Enrooth inquired <br /> 5 how Village Fest could qualify for a temporary wine license for the July <br /> 6 1990 festivities. The City Manager advised they could not qualify for <br /> 7 this year's celebration but some other City organization could sponsor <br /> 8 this activity and apply for the license. <br /> 9 <br /> 10 Councilmember Marks observed that each application has to be submitted for <br /> 11 approval to the State Commission of Public Safety. Councilmember Makowske <br /> 12 inquired if the fee for a temporary wine license could be waived. <br /> 13 The City Manager responded it could but there are still administrative <br /> 14 costs associated with this type of license. <br /> 15 <br /> 16 Councilmember Makowske also had a question concerning that part of the <br /> 17 ordinance which referred to "proprietors of the establishments." The <br /> 18 City Manager will request an explanation of this phrase from the City <br /> 19 Attorney. She felt the phrase "or members of the governing body of the <br /> 20 sponsoring organization" should be inserted. Councilmember Enrooth felt <br /> 21 this issue was clarified further in the ordinance. Councilmember Makow- <br /> 22 ske withdrew her suggestion. <br /> • 23 <br /> 24 Motion by Ranallo, second by Enrooth to approve the first reading of <br /> 25 Ordinance No. 1990- , being an ordinance relating to the issuance of <br /> 26 temporary wine licenses; adding a new subdivision 3 to Section 806.00; <br /> 27 amending Sections 806. 10; 806.20, subdivision 2; and 806.20, subdivision <br /> 28 8 of the 1973 Code of Ordinances. <br /> 29 <br /> 30 Councilmember Marks expressed his reservations about this ordinance, noting <br /> 31 that the sale of stronger alcoholic beverages could eventually be the result. <br /> 32 <br /> 33 Roll call : Enrooth, Makowske, Ranallo - aye <br /> 34 Marks - nay <br /> 35 <br /> 36 B. Ordinance No. 1990-002 Re: Temporary Beer Licenses <br /> 37 Councilmember Makowske inquired if the City- Attorney had made any changes <br /> 38 to this ordinance.
