Subd. 2 Manager Selected by Council. The City's liquor stores will be in the • <br /> immediate charge of a liquor manager selected by the Council. The <br /> manager's compensation will be established by the Council. The manager <br /> must furnish a surety bond to the City, in such sum as the Council specifies, <br /> and conditioned upon the faithful discharge of the manager's duties. The <br /> bond premium, in the discretion of the Council, may be paid by the City or by <br /> the manager. The manager will operate the stores under the Council's <br /> direction. The manager will be responsible to the Council for the operation of <br /> the-stores in full compliance with this Section and with all other laws relating <br /> to the sale of liquor and beer. <br /> Subd. 3 Additional Employees. The Council may appoint additional <br /> employees as are required for the stores. All employees, including the <br /> manager, will hold their positions at the pleasure of the Council. No minor <br /> may be employed at the City's liquor stores. <br /> 1010.04 Liquor Fund. A municipal liquor fund is hereby created. All revenues <br /> received from the operation of the City's liquor stores will be deposited in that fund. <br /> All ordinary operating expenses of the stores will be paid from the fund. The <br /> moneys necessary for initial costs for rent,fixtures and stock or for operating <br /> expenses of the stores may be borrowed from the general fund of the City. Any <br /> borrowings must be repaid out of the first available moneys coming into the liquor <br /> fund. Surpluses accumulated in the fund may be transferred, by resolution of the <br /> Council, to the general fund or to any other appropriate fund to be expended for <br /> municipal purposes. The handling of the municipal liquor receipts and <br /> disbursements must comply with the procedures prescribed by law for receipt and <br /> disbursement of municipal funds generally. <br /> 1010.05 Hours of Operation. The hours of operation of City liquor stores will <br /> comply with Minn. Stat. §340A.504. The City liquor stores will not be open for <br /> business of any kind during the hours when sales of intoxicating liquor are <br /> prohibited. <br /> 1010.06 Operation and Restrictions. <br /> Subd. 1 Credit. No alcoholic beverages may be sold on credit. <br /> Subd. 2 Minors. No City liquor store may be operated in violation of Minn. <br /> Stat. §340A.503 pertaining to persons under 21 years of age. <br /> Subd. 3 Intoxicated Persons. No person may sell, give, furnish, or in any way <br /> procure for another alcoholic beverages for the use of an obviously <br /> intoxicated person. • <br /> 10-6 <br />
