Restrictions on Silver Lake

The City Manager gave the history of the request for
restrictions being placed on activity on Silver Lake . In
response to the request , which was from a number of
residents who live on Silver Lake, the City Attorney
drafted an ordinance which would address these concerns .
A first reading was held of the ordinance.
:
In_ follow up- ,to_ the _issue, the_ City__Mana.ger found- no _
overwhelming support of the ordinance among the
residents . He recommended no further action by the
Council .

A letter dated April 9 , 1992 was received from the
President of the Silver Lake Residents Association . The
letter addressed the two factions of property owners and
their respective positions on usage and management of
Silver Lake, specifically motor boat activity . In his
letter it was noted that a compromise was arrived at
rather than a consensus of lake management and usage .

In light of this information , the City Manager presented
the same draft ordinance for the Council ' s consideration ,
but noted that the previous reading does not apply. Marks
questioned the language which suggested "no speed limit"
would be imposed . Burt stated this language had been
suggested by the Department of Natural Resources ,, not.ing
that "unregulated" would be a preferable term. He felt
this would be very difficult to enforce .

Enrooth observed that there are two counties and three
cities involved with Silver Lake and questioned any
.possibility of ,enforcement by Ramsey County or the DNR.
He felt the only reality for enforcement may be a posted
notice .

Jerry Faust , 4033 Silver Lake Terrace, spoke in
opposition to the ordinance . He felt the issues are not
identified and there may actually be no problems . There •
