Proposed Sign Ordinance Revisions <br /> iDraft 14 -- September 2, 1992 Page -11- <br /> 1 showing grade level and dimensions of the berm. <br /> 2 (9) ' Where a shopping center's comprehensive sign plan is submitted, the <br /> 3 plan must include the location, size, height, color, lighting and <br /> 4 orientation of ALL signs. <br /> 5 (10) Where a ground sign is submitted, the plan must include the location <br /> 6 of the sign in relation to the lot lines and the building height, including. <br /> 7 any difference from the established grade, size, color, lighting and <br /> 8 hours of illumination. <br /> 9 Subd. 4. PERMIT ISSUANCE. <br /> 10 (1) Each application must be reviewed for compliance by the City <br /> 11 Manager or the Manager's designee. <br /> 12 (2) If the proposed sign complies with this Chapter, a permit will be issued <br /> 13 within 30 days after the application date. <br /> 4 (3) A sign permit will become null and void if the work for which the <br /> permit was issued has not been completed within one year of its <br /> 6 issuance, or renewed. Application for renewal will consist of the same <br /> 17 procedures as the initial application for permit, including payment of <br /> 18 any fee. <br /> 19 Subd. 5. SHOPPING CENTERSISTRIP::`MALL COMPREHENSIVE SIGN PLAN: <br /> ...._............_............._. <br /> 20 A comprehensive plan must be provided for the whole of a shopping center <br /> 21 development. This plan includes the location, size, height, color, lighting and <br /> 22 orientation of all signs, and must be submitted for preliminary plan approval. When <br /> 23 a comprehensive plan is presented, exceptions to the regulations of this Chapter may <br /> 24 be permitted if the sign areas and densities for the plan as a whole are in conformity <br /> 25 with the intent of this Chapter and if such exception results in an improved <br /> 26 relationship between the various parts of the plan as determined by the Council. <br /> 27 Comprehensive.Sign Plans will be reviewed by the City Planning Commission who will <br /> 28 forward a recommendation to the Council on the appropriateness of the proposed <br /> 29 plan. <br /> 30 1400.10 GROUND SIGNS: Are permitted in all districts, subject to the following: <br /> 31 Subd. 1.
