• CITY OF ST., ANTHONY <br /> MINUTES OF NEIGHBORHOOD MEETING <br /> Rankin Road and Croft Drive Overlay Improvements <br /> March 10, 1993 <br /> 8:00 P.M. <br /> Council Chambers <br /> The meeting began at 8:10 P.M.. <br /> Present were: Thomas D. Burt, City Manager; Larry Hamer, Public Works Director; Virgil <br /> Hawkins and Tom Madigan, Maier Stewart & Associates, Inc., and 12 residents. <br /> Mr. Madigan introduced himself and City staff and explained that Rankin Road/Croft Drive <br /> overlay improvements was selected to be included in the 1993 street improvements project based <br /> upon the recommendation in the City's Pavement Management Plan, which was prepared by <br /> Braun Intertec, Inc.. Mr. Madigan said that Maier Stewart & Associates was directed by the <br /> City Council to prepare a feasibility report to determine an estimate of costs and assessments for <br /> the proposed 1993 street improvements and that we are here tonight, in an informal setting, to <br /> discuss the findings of the feasibility report and receive input from the residents of the project <br /> areas. <br /> Mr. Madigan briefly reviewed the Minnesota Rules Chapter 429 Assessment Procedures and <br /> how to file an appeal. <br /> Mr. Madigan then discussed the proposed rehabilitation and water main improvements proposed <br /> for .Rankin Road and Croft Drive overlay improvements, the costs, and the estimated <br /> assessments. <br /> Mr. Madigan explained that barrier curb would be installed as proposed to surmountable, better <br /> for driveways, snow plows, and conveyance of stormwater. <br /> Mr. Madigan explained that 50% of the street improvement cost would be paid for by the City <br /> and 50% would be assessed against the abutting properties. The City would pay 100% of the <br /> water main improvement costs. <br /> Mr. Burt explained that the City's 50150 cost split policy was arrived at through a task force of <br /> residents and is more equitable than many other cities. <br /> Mr. Madigan detailed the deferral program which persons 65 and over or handicapped persons <br /> can defer assessment payments until the property is sold. Those persons would also be required <br /> to pay all accumulated interest. <br /> • Mr. Hamer explained that the sanitary sewer will be televised and spot repaired prior to the <br /> bituminous overlay. <br />
