Rankin Road and Croft Drive Neighborhood Meeting • <br /> March 10, 1993 <br /> Page 2 <br /> Mr. Burt explained that replacing the retaining wall on Rankin Road may be added to the project <br /> at City cost. <br /> Residents expressed the following concerns and questions regarding the proposed Rankin Road <br /> and Croft Drive overlay improvements: <br /> • a resident expressed concern over the conditio of 32nd Avenue N.E., from Croft Drive <br /> .to Rankin.Road, and asked why this section is not being improved. Mr. hamer explained <br /> that the City is aware of its condition and it will be addressed in the future; <br /> • a resident asked the life expectancy of a bituminous overlay, and the expected life of <br /> complete reconstruction. Mr. Madigan explained that it is expected that a bituminous <br /> overlay would add approximately 10 years to the road's life. A complete reconstruction <br /> would last 20 years and longer, with maintenance; <br /> • the resident at 3114 Rankin Road requested that the existing curb and drainage be looked <br /> at. Mr. Hawkins noted this and will look at it; <br /> • a resident asked if the curb and gutters will be replaced. Mr. Madigan indicated they • <br /> would not; <br /> • residents suggested installing a stop sign at the Croft Drive Circle to slow traffic down. <br /> Mr. Burt took note of the comment, but also explained that the proper course of action <br /> is to notify the police of traffic violations; <br /> • residents expressed concern over a sight line issue at the northeast corner of Croft Drive <br /> and 31st Avenue N.E., stating that a lilac bush is in the public right-of-way and blocks <br /> the sight line; <br /> • a resident suggested speed bumps to slow traffic down. Mr. Madigan explained that a <br /> speed bump is a liability and that snow plows destroy them; <br /> • several residents expressed concerns over speeding traffic. Mr. Madigan explained that <br /> studies have shown that it is the people in the neighborhood who do the speeding; <br /> • a resident indicated that a street light is out at Old Highway 8 and Rankin Road. Mr. <br /> Hamer made not of this and will contact the utility company; <br /> • a resident indicated a problem with storm water drainage at the Rankin Road/Old <br /> Highway 8 circle; • <br />
