CITY OF ST. ANTHONY <br /> MINUTES OF NEIGHBORHOOD MEETING <br /> Croft Drive Street Improvements <br /> March 10, 1993 <br /> 7:00 P.M. <br /> Council Chambers <br /> The meeting began at 7:10 P.M.. <br /> Present were: Thomas D. Burt, City Manager; Larry Hamer, Public Works Director; Virgil <br /> Hawkins and Tom Madigan, Maier Stewart & Associates, Inc., and 9 residents. <br /> Mr. Madigan introduced himself and City staff and explained that Croft Drivewas selected to <br /> be included in the 1993 street improvements project based upon the recommendation in the <br /> City's Pavement Management Plan, which was prepared by Braun Intertec, Inc.. Mr. Madigan <br /> said that Maier Stewart & Associates was directed by the City Council to prepare a feasibility <br /> report to determine an estimate of costs and assessments for the proposed 1993 street <br /> improvements and that we are here tonight, in an informal setting, to discuss the findings of the <br /> feasibility report and receive input from the residents of the project areas. <br /> • Mr. Madigan gave a brief review of the Minnesota Rules Chapter 429 Assessment Procedures <br /> and how to file an appeal. <br /> Mr. Madigan then discussed the proposed rehabilitation and water main improvements proposed <br /> for Croft Drive, the costs, and the estimated assessments. <br /> Mr. Madigan explained that 50% of the street improvement cost would be paid for by the City <br /> and 50% would be assessed against the abutting properties. The City would pay for 100% of <br /> the water main improvement costs. <br /> Mr. Burt explained that the City's 50150 cost split policy was arrived at through a task force of <br /> residents and is more equitable than many other cities. <br /> Mr. Madigan detailed the deferral program which persons 65 and over or handicapped persons <br /> can defer assessment payments until the property is sold. Those persons would also be required <br /> to pay all accumulated interest. <br /> Residents expressed the following concerns and questions regarding the proposed Croft Drive <br /> improvements: <br /> • a resident asked about replacement of the water main and sanitary sewer. Mr. Hamer <br /> explained that in street reconstruction areas new ductile iron water mains will be installed <br /> iand sanitary sewers will be repaired at the City's cost; <br />
