STAFF REPORT
DATE: June 18, 1997
TO: Michael J. Mornson,'City Manager
FROM: Kim Moore-Sykes, Management Assistant lY
ITEM: 6/17/97 Commission Meeting Summary
Commissioner Delmonico was absent due to serious illness in the family.
I. Planning Commission Representative to the Council: Jim Gondorchin
II. Public Hearing:
1. 97-03 Exhaust Pros - Conditional Use Permit and Frontward Variance
Request. The Planning Commission voted to recommend approval (6-0) of
Mr. Rosar's applications for a conditional use permit and a 25 foot variance
to the front yard setback requirement. There were several residents from the
• townhomes across Silver Lake Road in opposition to the requests.
2. 97-04 John and Liesha Ingdal, Lot Width Variance Request. The Planning
Commission voted to recommend approval (6-0) of the Ingdals' request for a
15 foot variance to the lot width requirement. Mr. Ernster, 3617 Edward
Street, appeared in opposition to the Ingdals' request. He had called me after
he received his notice of the public hearing for this variance to tell me that
he feels the City is participating in an illegal process. He didn't think the
City could allow someone to build a home on a non-buildable lot. He also
stated that he had mowed the grass on the lot for the "old man" who owned
it for the past eight years and planned to purchase half of the lot to increase
the size of his lot. Instead, the nephews who inherited the property upon
the owner's death, were asking too much for the lot and he couldn't afford
to purchase it, so the nephews sold it to the Ingdals.
3. 97-05 John Trautz, Freedom Gas Station, Lot 4, Apache Plaza, Conditional
Use Permit. Withdrawn and postponed until July 15th Planning
Commission meeting. Will also require a rear yard setback variance.
4. 97-06 Great Clips, Sign Variance Request. The Planning Commission voted
(4-1-1) to recommend approval of the sign variance request, allowing
placement of a sign on the west elevation. The first motion to deny failed
• due to a lack of a second on this motion. The second motion to recommend
approval passed. Makowske, nay; Horst, abstained.
