M E M O <br /> DATE: 07-31-97 <br /> TO: Chief Engstrom <br /> FROM: Lt . Scholl <br /> SUBJECT: Additional Need for St . Anthony Police Officer <br /> The St . Anthony Police Department has always wanted to give the <br /> citizens and business personnel of the City of St . Anthony the best <br /> police service possible . With the addition of one police officer <br /> for the City of St . Anthony, it could bring benefits as follows : <br /> The St. Anthony Police Department is a small department with big <br /> areas of responsibility. Due to being small in size, we are always <br /> losing one to two officers a year to other larger departments . We <br /> are always in a state of transition, and this makes it difficult to <br /> efficiently run the police department and trying to . improve it' s <br /> services . With the addition of one officer, this will assist in <br /> areas that have been hurt by being in this transitional mode . <br /> With the addition of Cub Foods, this has generated approximately <br /> thirty calls per month. This is only the completion of Phase I of <br /> three phases of business development . More business will generate <br /> increased traffic flows, and increased crime. <br /> We currently do not have a school liaison. An additional officer <br /> may help implement this program. An additional officer would also <br /> free up crime prevention officers from their patrol duties so they <br /> can take a more pro-active stance in conducting crime prevention <br /> seminars, schools, and demonstrations . Crime prevention can also <br /> take an additional role in kids education, constructive bike <br /> safety, and multi-housing crime free programs . This would in turn <br /> cut down on theft from autos and garage burglaries. An additional <br /> officer may also be utilized in the task force . <br />
