M E M O
DATE: January 13 , 1998
TO: Chief Engstrom
FROM: Lt . Dominic Cotroneo
RE: Justifications for Additional Officers
-------------------------------------------------------------------
- More scheduling flexibility
- Would allow special details to be run at times when specific
areas are being hit
- Involve department in Task Forces
- Make it possible to give Investigations continuous help
• Rotating position
• Assigned position
Given additional mandates, make it easier for training and
filling shifts
More involvement by officers in Crime Prevention programs .
Officers would be able to spend a little more time organizing
block/community/business groups.
- Additional manpower allows any and all of above listed
duties/details to be done "on duty. " This would reduce
overtime expenses for these activities . This would also make
department more pro-active, which would continue to keep areas
served as some of the safest to live in.
- Also, enacting some/all of these programs, would add another
level of career enrichment for officers . . This may keep.
turnover low, which also keeps hiring/training equipment costs
lower.
