*Memo <br /> To: Michael Momson, City Manager <br /> From: Richard Engstrom, Chief of Police <br /> Date: June 3, 1998 <br /> Re: Community Service Officer <br /> The police department is requesting two part-time Community Service Officers (CSO's) be put onto <br /> the police department (total of 40 hours per week). The CSO's would provide a great service to the <br /> police department, to include handling many types of non-police duties our officers currently handle <br /> (i.e. animal complaints, traffic control, bicycle safety, equipment maintenance, squad maintenance, <br /> etc.). This function would allow officers more time for patrol, problem solving, and creating <br /> community partnerships, etc., in a very cost-effective manner for the citizen's of St. Anthony. <br /> I am currently seeking a federal grant through "COPS MORE 98," for a community service officer. <br /> The COPS MORE 98 Grant is solely for technology, equipment, or civilian personnel. Applicants <br /> under this program must show police officer redeployment into community oriented policing <br /> activities. This must be a direct result of the grant. The federal grant will pay for up to 75% of a <br /> CSO, leaving 25% of the cost to be bome by the department. This.is a great opportunity, as the <br /> department has sorely needed a CSO for quite some time. To my knowledge, St Anthony is the only <br /> metro area police department which does not currently have a CSO attached to their agency. <br /> A consultation with the finance director yielded the following costs for two part-time CSO's (Note: <br /> hours worked are based on mandatory federal grant.numbers): <br /> $10 per hour X 1,820 hours per year = $18,240 <br /> Fringe benefits = $3,802 <br /> TOTAL: $22,042 (For 2 part-time CSO's) <br /> Federal Portion $16,532 (75%) <br /> St.Anthony Portion $5,510(25%) <br /> However, as with the federal universal-hiring program (for new police officers), our 25% has to be <br /> "new"money, not already budgeted. We also have to make a commitment for retention; as the grant <br /> calls for a retention plan. <br /> It is my understanding that many of the surrounding agencies have been successful in obtaining <br /> additional CSO's through this grant. I urge you to consider this opportunity as soon as possible, as <br /> there is a June 12, 1998 dead line for applications through COPS MORE 98. <br /> NOTE — Attached is a job description of the average metro CSO.
