Parks Commission Meeting Minutes
August 10, 1998
Page 12 '
Siggelkow reiterated that the Commission first bid on the excavation plan. Next, he
suggested the Commission bid on the configuration of the park subject to minor
modifications.
Hubmer stated that the excavation is the key issue. Bids may be done together or
separately on court size;playground equipment, basketball, hockey, playground
structures, pathways, etc., with all subject to..change.
Wagner suggested there might be a bidder wanting to do only the excavation.
Hubmer agreed that this is possible, although he said there usually are very aggressive
bids for entire projects. He added that the City might get a good price, with Central
Park's projects coming soon as well.
Siggelkow stated Council action is needed on the bid,but some time could be spent on
the configuration. He added that the excavation is imminent due to the storm water plan,
and the excavation is not a Parks Commission issue.
Kosciolek repeated her request that the Commission stand behind this plan before it is
presented to Council.

Siggelkow suggested the Commission might not be prepared to send the finalized
configuration to the Council.
, Morris agreed that a work session is needed. He said he would like to see a scale drawing
of the concept. Kosciolek replied that the parks task force has already done this.
Jindra stated only Central Park's plan was fully reviewed, and this process took one year.
She agreed that the Commission needs more information, as this new plan would affect
the Central Park plan as well. She stated she agrees with Kosciolek that the Commission
should agree on the plan before it goes to Council. She said the Commission may need
more than one work session, as she would like the meeting to end tonight at 9:00 p.m.
She then asked for a motion to decide on the need for a.work*session.
Lambrecht requested the minutes from the parks task force. Jindra stated the minutes
should have been handed out. She said that the force looked only at Central Park so these
minutes wouldn't help with Silver Point Park.
Siggelkow suggested the Commission vote tonight on two or three options for the
configuration. He said that when the scaled drawings are completed, the Commission
could make a final decision. Members who cannot attend a special session could cast an
absentee vote and send it in to Council. He suggested having the neighborhoods look at
the drawings, without taking too much time, and suggested a draft for now. Siggelkow
