Parks Commission Meeting Minutes
August 10, 1998
. Page 13
1 said that lighting would be a big issue with the neighborhoods, but a compromise would
2 be needed. This shouldn't delay the bid.
3 Morris asked why there is such.a tight timetable. He questioned whether 30 days would
4 make a difference in the bidding process. Hubmer replied that-the configuration'could
5 wait, and that he would present it to the Commission on September 14, sending out an
6 addendum if major changes become necessary.
7 Siggelkow repeated that drafts could be presented.
8 Morris stated that on "National Night Out" within his neighborhood, most residents he
9 talked with knew nothing about these projected site developments. He said the City
10 Bulletin has not been coming to his neighborhood.
11 Jindra stated it is the Commission's responsibility to inform residents. She agreed with
12 Siggelkow, stating more time is needed to decide.
13
14 Motion by Siggelkow, second by Koehntop to decide on two or three options at the
15 September 14 Commission meeting and forward these to Council, proceeding then with
bidding out the excavation work. At this time, they ask the Council to look at the scaled
drawings after September 14 in a special session-with the Commission. These proposals
8 could then become published in the City Bulletin, requesting neighborhood input. A final
19 decision will be made in late October, allowing the Commission to inform the public,
20 receive formal comments, and have a public hearing if necessary.
21 Motion carried unanimously.
22 Morris asked for scaled drawings. Hubmer replied that once these are complete, he
23 would present them to the Commission.
24 Lambrecht asked if these bids would include landscaping. Hubmer replied that
25 landscaping would be included in the bids.
26 Lambrecht stated that in the July 1997 recommendations for landscaping, certain trees are
27 recommended to offer residents screening. She added that grade and soil conditions must
28 be considered.
29
30 VI. DISCUSSION OF WATER TOWER PARK AND OVERALL CENTRAL PARK
31 PLAN.
Jindra asked the Commission if this issue should be tabled for the, next meeting, due to
lack of time. Koehntop agreed, stating the plan is not due at this time.
