Honorable Mayor, City Council and Staff <br /> St. Anthony MN <br /> . August 18, 1998 <br /> Page 3 <br /> Response:. Section IV.11.7 The City of St.Anthony,as part-of the adoption of the Comprehensive <br /> Storm Water Management Plan,will be adopting the Metropolitan Councils interim <br /> strategy to reduce non-point source pollution to all Metropolitan water bodies and the <br /> MPCA Urban Management Practices as outlined in their publication"Protecting Water <br /> Quality in Urban Areas". These two documents outline Best Management Practices <br /> for the management of storm water runoff. <br /> Concern: The City needs to develop and implement a more aggressive water resource education <br /> program. Topics for the educational program discussed with the SLHA included:- <br /> Phosphorus-free fertilizer, routing runoff from impervious areas to grass or turfed <br /> areas,catch basin stenciling program and recommendations for vegetated buffer strips <br /> along shoreland areas. <br /> Response: Section IV.B and IV.D provide guidance for the development of a water resource <br /> education program aimed at the protection of water quality within the City. The above <br /> issues can be incorporated into the education program. <br /> Concern: A storm sewer system maintenance program needs to be developed for the Silver Lake <br /> Watershed. <br /> Response: Appendix H (Storm Water System Maintenance Plan) Provides a stormwater <br /> system maintenance plan which addresses the accumulation of sediment at outfall <br /> structures in ponds and wetlands, and should be adequate to address the sediment <br /> accumulation at outfalls into Silver Lake. <br /> The revised changes to Section VII,Implementation Priorities/Implementation Programs,as noted <br /> above, are attached for your review. These changes to the plan constitute minor changes and do not <br /> need to be reviewed further by the Watershed Districts or WMO's prior to the City's adoption of the <br /> Plan. <br /> If you have any questions, I will be available at the August 25th council meeting or you may contact <br /> me at-541-4800. <br /> Sincerely, <br /> WSB & Associates,Inc. <br /> Todd E.
