Honorable Mayor, City Council and Staff <br /> St. Anthony MN <br /> August 18, 1998 <br /> Page 2 - <br /> Response: A Diagnostic Feasibility Study for Silver Lake,which is to be undertaken by Ramsey <br /> County,RCWD and SLHA is attached for your information. Based on conversations <br /> with both Terry Noonan(Ramsey County Public Works) and Steve Woods (RCWD <br /> Engineer),the SLHA has agreed to contribute$3,000 towards the development of this <br /> Diagnostic Feasibility Study, and that the study is scheduled to begin in the spring of <br /> 1999. <br /> The Diagnostic Feasibility Study includes the formation of a project team,which will <br /> be comprised of citizens, city and agency representatives. This project team will <br /> essentially serve as a Water Quality Task Force for Silver Lake,and will assist Ramsey <br /> County and the RCWD in developing a capital improvement plan for protecting.the <br /> water quality of the Lake. <br /> In addition: <br /> 1. Section 7, Table 2.(Capital Improvements for Storm Water Drainage): <br /> The following capital improvement has been added to the plan:"Implement the <br /> findings of the Silver Lake Diagnostic Feasibility Report as approved by the <br /> City Council". This will be a high-priority item with possible funding sources • <br /> listed as special tax district, RCWD, Ramsey County and contributing cities. <br /> 2. Section 7,Table 3: (Storm Water Management Programs): Change"The <br /> development of a water quality monitoring program for Silver Lake",to high <br /> priority status and recognize that Ramsey County is undertaking monitoring in <br /> 1999. <br /> Concern: There is a need for the City to develop additional ordinances for erosion control. In <br /> particular, for erosion associated with temporary or lingering landscaping <br /> improvements that disturb less than 2.5 acres within the Silver Lake Watershed. <br /> Response: Section VII,Table 3:(Storm Water Management Programs): This table currently <br /> identifies the development of Erosion Control Ordinances within the City to occur in <br /> 1999. <br /> Concern: The shoreland ordinance within the City needs to be updated to conform with the <br /> Minnesota Department of Natural Resources requirements. <br /> Response: Section VII, Table 3: (Storm Water Management Programs): Change"The City <br /> will work with the.Minnesota Department of Natural Resources to*revise the City's <br /> Shoreland Ordinance",to a high priority item.
