53 <br /> • INTEROFFICE MEMORANDUM <br /> TO: MICHAEL J.MORNSON ; <br /> FROM: <br /> JOEL A`HEWITT <br /> SUBJECT: EMERGENCY PRE-EMPTION TRAFFIC SYSTEM <br /> DATE: 9/1/00 <br /> DEFINITIONS: <br /> EVP = Emergency Pre-Emption Traffic System This system interrupts normal signaling cycle, <br /> to provide a green light to approaching emergency vehicles and stop all opposing traffic to reduce the <br /> potential for intersection collisions. <br /> OPTICOM =System produced by 3M corporation. 3M is the first to produce such a system. <br /> EMMITTERS = Emergency Vehicle transmitter to the intersection signal. <br /> RECEIVER= Component installed on the traffic signal arm to receive emitters signal <br /> SYSTEM OPERATION = As an emergency vehicle approaches an intersection, the emitter <br /> on the vehicle sends a coded infrared light signal to the receiver on the signal arm of the intersection <br /> light. The receiver lights a solid white light on the arm to indicate to the emergency vehicle operator <br /> the system has been activated. The other three directions of travel receiver lights flash white. This <br /> provides other emergency vehicle operators approaching the intersection from other directions, <br /> indicating another emergency vehicle has captured the intersection system and is proceeding through <br /> the intersection.This system prevents collisions between emergency vehicles. <br /> Once the system is activated the normal timed light cycle is immediately terminated. The signal <br /> light then proceeds through the yellow,red cycle for approaching three travel directions before giving <br /> a, or maintaining light for the approaching emergency vehicle. The system will not interrupt <br /> the cycle for crosswalk traffic or if the signal light is tied to a railroad crossing. <br /> BACKGROUND: In March of 2000, the St Anthony City Council approved to appropriate <br /> $65,000 for the installation of an emergency vehicle pre-emption system, at the eight signalized <br /> intersections within the city. <br /> The project has been assigned to the Fire Chief to oversee through to completion. Prior to my <br /> appointment Fire Captain Jay Olson had spearheaded the project and will be co-managing the project <br /> with me. Pubic Works Director Jay Hartman is also involved in the project due to the involvement of <br /> traffic control devices and work which is to be done in the county sector of the Public Works <br /> • Departments of Hennepin and Ramsey counties <br />
