54 <br /> • <br /> In April 2000, Council approved to hire the engineering firm of Short,Elliot and Hendrickson, <br /> to design,prepare specifications, solicit bids and supervise installation of an E.V.P. system Contract <br /> fees for their work are not to exceed $8,000. The installation of our system is complicated by . <br /> signalized intersections located in two counties and'having outdated equipment that will not accept, <br /> this 'system. Their experience in this area of.traffic control design and construction will ease the <br /> installation of our system <br /> To begin the process SEH conducted an audit of our eight intersections to estimate installation <br /> costs to make each intersection operational with an EVP system The audit revealed information to <br /> prepare an estimate of $118,748 to install our system The estimate includes construction costs, <br /> equipment costs, Hennepin and Ramsey county signal reconfiguration costs, design costs and <br /> purchase costs of ten emitters. <br /> The fire departments review of the costs audit, revealed the intersection of Kenzie <br /> Terrace/Lowry & Stinson Blvd. Is the most expensive intersection to.make it EVP operational, at <br /> $36,862. Due to the location of this intersection on the southwest comer of the city,is rarely used by <br /> our emergency vehicles. In our opinion the benefit of the intersection having an E.V.P. is <br /> outweighed by the cost. It is our recommendation to omit this intersection from the project, <br /> reducing the estimated costs to$81,886. <br /> The City of Roseville has indicated they may fund 25% of the costs associated with the <br /> intersection of Highway 88 and 29th Ave. N.E.As they would be using this intersection in responding <br /> to our,city with mutual aid or our department responding to their city. This figure is an estimated <br /> • $2,600.Reducing costs to$79,286 complete. <br /> RECOMMENDATION: The installation of an E.V.P. system will enhance the safety of our <br /> citizens,persons who travel through our city and our police and firefighters. By minimizing the risk <br /> we have today, for collisions of emergency vehicles with the motoring public and with other <br /> responding emergency vehicles. The costs associated with the implementation of this system will be <br /> returned in the savings of costs that would be expended in the unfortunate occurrence of an accident <br /> involving an emergency vehicle.(Not to mention the embarrassment and demoralizing of our fire <br /> and police department's as well as to the city.) <br /> It is the recommendation of the Police Chief and myself to appropriate additional estimated <br /> funds of $14,286, for a total of $79,286 to complete the installation of an E.V.P. system and <br /> additionally to authorize Short Elliot and Hendrickson to proceed with the design,solicitation of bids <br /> and to supervise the installation of our system In the seven of our eight signalized intersections. <br /> Attachment: <br /> 2 <br />
