(SEH)was retained to review the <br /> eight(8)signalized intersections within the City that currently do not have Emergency Vehicle Preemption <br /> (EVP),or the ability of emergency vehicles (police cars,fire trucks and ambulances)to obtain a green light <br /> sooner(to lessen travel times to incident sites). <br /> Our review focuses on equipment needed to make each EVP system operational,cost estimates for the City <br /> to obtain the necessary EVP equipment for each system, cost estimates (from Hennepin and Ramsey <br /> Counties, and the City of Minneapolis) for upgrading each signal system to accept EVP, and estimated <br /> construction costs outside of the materials costs. Our review also included a meeting with Jay Olson of <br /> the City Fire Department to discuss how to make each system operate to meet Police and Fire Department's <br /> needs. <br /> The following process was.used to analyze each intersection: <br /> We reviewed each intersection in detail to determine proper placement of detection devices. This <br /> included several drives through each intersection to account for curves, hills and other impediments <br /> to site distance to.an.intersection. . <br /> 0 We obtained the existing signal plans from the appropriate agencies (Hennepin and Ramsey Counties, <br /> and the City of Minneapolis) to determine other specific needs for each EVP system. This would <br /> include the need for additional cables and conduit to be installed,and use of inplace signal equipment <br /> to aid in the installation of the EVP system. <br /> • We contacted the supplier of EVP materials (detectors, cables and EVP equipment for the signal <br /> controller cabinets) that each County and the City of Minneapolis would require be used for each <br /> • intersection. Traffic Control Corporation is the local supplier of 3M Opticom EVP equipment, the <br /> brand of equipment that each agency only allows to be installed at each intersection. We discussed <br /> anticipated equipment needs with Traffic Control Corporation for each system, and obtained a cost <br /> estimate from them for the City to purchase these materials.
