57
Mr. Jay Hartman
July 19,2000
Page 2
•
materials (for installation by a contractor) instead of having a contractor furnish and install these
materials, the City can realize a significant cost savings. This is because Traffic Control Corporation
offers a 40 percent promotional discount on these materials to agencies-that order directly from Traffic
Control Corporation, for multiple installations.
• We contacted Hennepin and Ramsey Counties, and the City of Minneapolis to discuss upgrades that
would be required on the controller and cabinet at each intersection, to allow for EVP to be made
operational. At some locations, the controller or controller cabinet are not capable of allowing for EVP
to be made operational at this time due to age and/or limitations of this equipment. Work ranging from
minor wiring modifications to the installation of a new controller and cabinet can be required to be
completed to allow for EVP to be made operational. Each agency's policy is to complete this controller
and cabinet work themselves (contractors are not allowed to do this work, per agency policy) and to
bill the City for this work.
• Finally,we gathered all of this information and completed an estimated cost summary for the City to
make each EVP system operational.
Each intersection is described in detail as to what equipment will be needed to make each system
operational, and what agency involvement will be required to allow for an EVP system to be placed into
• operation.
The following is a summary of each intersection's specific requirements:
1. Silver Lake Road at 39th Avenue Northeast
Sight distance is not a problem for any of the intersection approaches, thus no detectors other than signal
mast arm mounted detectors would be needed.
Materials that would need to be purchased from Traffic Control Corporation would include four (4)
detectors (one for each approach), and cable to operate one of the detectors (cable for the other three
detectors is already inplace at the intersection). The cabinet control equipment for this system is already
inplace.
Ramsey County would have minor work to complete at this intersection to make the EVP system
operational, but mentioned that they would not bill the City for this work(since it is so minor).
Ramsey County mentioned that they would require an agreement be completed between the County and
the City to account for ongoing maintenance of this EVP system(and the system at 37th Avenue also). The
City would be billed by the County for any maintenance work to the EVP system that the County, would
be required to do.
•
