At their upcoming September 12 council meeting,
it will be decided as to whether to authorize design.and construction of the EVP systems, for
• installation and operation during the spring.of 2001. One of the EVP systems being considered for
installation is at the intersection of New Brighton Boulevard(CSAH 88)and 29th Avenue Northeast,
which is in close proximity to the City of Roseville.
From conversations with both Jay Olson of the St. Anthony Village Fire Department and Doug
Strong of the City of Roseville, we have learned that the City of Roseville often uses the above-
mentioned intersection for emergency runs into various areas of the City of Roseville. Upon
installation of an EVP system at this intersection, it appears that both the City of St. Anthony and
the City of Roseville will benefit from the presence of this EVP system, helping to expedite
emergency vehicles accessing this intersection.
From our conversations with Doug Strong, both by SEH and by Jay Olson, it appears that the
Roseville Fire Department also agrees that-this system is beneficial to the City of Roseville for .
emergency operations. In light of these conversations, the City of St. Anthony is requesting that the
City of Roseville participate in the costs for installation of an EVP system at New Brighton
Boulevard (CSAH 88)/29th Avenue Northeast.
Since one leg of the intersection is predominantly serving the City of Roseville, the City of St.
Anthony requests that the City of Roseville share in 25 percent of the costs of the EVP system. .
Estimated costs of the EVP system at this intersection, per a comprehensive study of the intersection
by SEH and through conversations with material suppliers and Hennepin County(the maintainer of
the signal system at this intersection),is approximately$10,200($9,200 for construction of the EVP
system, and$1,000 for design and construction observation services). Of this estimated cost, the
City of St. Anthony would request that the City of Roseville share in approximately$2,600 of the
Short Elliott Hendrickson Inc.
