CITY OF ST. ANTHONY <br /> ORDINANCE 2000-010 <br /> AN,ORDINANCE RELATING TO A MORATORIUM ON CHANGES IN THE USE <br /> OF PROPERTIES KNOWN AS ST. ANTHONY VILLA_ GE NORTHWEST <br /> DESCRIBING THE 250 ACRE SITE BOUNDED BY 37TH AVENUE NE <br /> ON THE SOUTH, THE CITY CORPORATE LIMITS ON THE NORTH, <br /> SILVER LAKE ROAD ON THE EAST, AND THE CORPORATE <br /> LIMITS ON THE WEST AND ENCOMPASSES PROPERTIES KNOWN AS <br /> THE APACHE PLAZA AND THE SALVATION ARMY CAMP <br /> The City Council of the City of St. Anthony, Minnesota, ordains: <br /> Section 1. Section 1330.01. of the City Code is hereby amended to read in full as follows: <br /> 1330.01 Purpose. Pursuant to applicable Minnesota Statutes and pursuant to authority <br /> and direction from the Council, the City will be conducting studies for the purpose of <br /> considering amendment of its official controls, as defined in Minnesota Statues, Section <br /> 462.52, Subd. 15, to address the potential future use or uses of the property in the City <br /> known as the St. Anthony Village Northwest, describing the 250 acre site bounded by <br /> 37' Avenue NE on the south, the City corporate limits on the north, Silver Lake Road <br /> on the east,and the corporate limits on the west and encompasses properties known as <br /> the Apache Plaza and the Salvation Army Camp. The studies will consider what <br /> amendments of the City's comprehensive Plan and Zoning Ordinances may be <br /> appropriate to address the potential future use or uses of said St. Anthony Village <br /> Northwest properties. It is possible that while amendments and.new official controls are <br /> being considered by the City, proposals and applications could be made with respect to <br /> such property for rezoning, conditional use permits, or permits for construction of <br /> buildings. Therefore, in order to protect the planning process and the health, safety and <br /> welfare of the citizens of the City of St. Anthony, it is necessary and desirable to <br /> impose the moratorium set forth in Section-1330.04 pursuant to the authority granted by <br /> Minnesota Statutes, Section 462.355, Subd. 4. <br /> Section 2. Section 1330.04, Subd. 1 of the City Code is hereby amended to read in full as <br /> follows: <br /> Subd. 1. Applications for Rezoning or Permits. For a period of one year from the <br /> effective date of this Ordinance (subject to earlier termination or extension by the City <br /> Council) the City Council, Planning Commission, Building Official, Board of <br /> Adjustments and Appeals, and City staff of the City of St. Anthony shall not grant any <br /> permits or rezoning or other authorization for changes in use, or accept any applications <br /> or requests for changes in the use, for the property in the City known as St. Anthony <br /> Village Northwest, describing the 250 acre site bounded by 37" Avenue NE on the <br /> south, the City corporate limits on the north, Silver Lake Road on the east and the <br />
