2.4 Project Location <br /> The project is located in the south central portion of the City of St. Anthony and <br /> includes the following streets: <br /> • Wilson Street from 29`h Avenue NE to 30`h Avenue NE <br /> • 30`h Avenue NE from Wilson Street to Silver Lake Road <br /> ' West Armour Terrace from Roosevelt Street NE to Silver Lake Road <br /> The project area is identified on Figure 1 in Appendix A of this report. <br /> 2.5 Project History <br /> This project was initiated through the recognition of the following conditions in the <br /> project area: <br /> • Deterioration of street conditions <br /> • Reoccurring street flooding and inundation of homes from storm water <br /> • The lack of capacity in the sanitary sewer system which results in frequent <br /> back-up of the sanitary line into tributary homes <br /> • The streets, sanitary sewer, water main lines are approximately 40 years old <br /> and are exhibiting deterioration problems <br /> As a result of City Staff recommendations, storm water management task force <br /> ' recommendations, engineering analysis of selected flood problem areas within the <br /> City of St. Anthony recommendations, and preliminary recommendations from the <br /> Sanitary Sewer Feasibility Study; the City Council provided funding in the 2001 <br /> budget for street and utility improvements. In addition, funding was also provided <br /> from the Minnesota Department of Natural Resources to complete improvements <br /> ' within the project area. On June 27, 2000 the St. Anthony City Council authorized <br /> the preparation of an engineering feasibility report for the 2001 Street and Utility <br /> Improvement Project. <br /> The project includes the construction of a new trunk storm sewer system to <br /> accommodate storm flows which currently inundate structures and flood streets in <br /> excess of two feet in the project area.Continuing inundation of streets has lead to the <br /> deterioration of catch basins and pavements within the project area. <br /> ' City of St.Anthony-2001 Street&Utility Improvement Project <br /> Feasibility Report <br /> WSB Project No.1065-511 <br /> ' Page 2 <br />
