2. INTRODUCTION ' 2.1 Authorization On June 27, 2000 the City of St. Anthony City Council authorized the preparation of an engineering Feasibility Report for the 2001 Street and Utility Improvement Project. This project was authorized under City of St. Anthony Resolution 00-056. ' 2.2 Scope 1 This project provides for the street and utility reconstruction on Wilson Street from 29t1 Avenue to 30'h Avenue,30t1 Avenue NE from Wilson Street to Silver Lake Road and West Amour Terrace from Roosevelt Street NE to Silver Lake Road. The project also proposes to replace the current storm sewer system in Wilson Street, from 29t1 Avenue to 30t1 Avenue for future connection at 31s' Avenue NE; 30i1 Avenue NE, to provide outlet for future pond north of 30'h Avenue and East of Harding Street; and West Armour Terrace,to provide an outlet from a low area north of West Armour Terrace. It is also proposed that the existing 12-inch(12")VCP sanitary sewer pipe in Wilson Street from 29t1 Avenue to 30th Avenue be replaced to a lower elevation to eliminate storm sewer conflicts at 30t1 Avenue NE and West Armour Terrace, and to resolve sanitary sewer issues in this portion of the City. Furthermore,existing watermain is proposed to be replaced on Wilson Street from West Armour Terrace to 30`h Avenue NE, West Armour Terrace from Roosevelt Street NE to Silver Lake Road, and 30" Avenue NE from Wilson Street to Silver Lake Road. 1 In summary, street, sanitary sewer, water main and storm sewer improvements are all proposed as part of this project. 2.3 Data Available Information and materials used in the preparation of this report include the following: • City of St. Anthony Record Drawings ' City of St. Anthony Topographic Maps • Interviews and discussion with property owners • Discussions from Public Information Meetings ' Field observations of area • Engineering analysis of selected flood problem areas within the City of St. Anthony, March 1998 ' City of St.Anthony-2001 Street&Utility Improvement Project Feasibility Report ' WSB Project No.1065-511 Page 1 M
