' The proposed storm water system improvements are shown on Figure 4 in <br /> Appendix A. <br /> ' 4.4 Street <br /> The reconstruction of the existing streets is intended to improve the design strength <br /> of the pavement system and provide a street surface that will provide an extended life <br /> for the City of St.Anthony. The existing street widths will be maintained in the new <br /> ' street to minimize impacts on the existing driveways, boulevards, and landscaping. <br /> The proposed street reconstruction areas are shown on Figure 5 and the typical <br /> tsection is shown on Figure 6 in Appendix A. <br /> After the excavation,a geotextile fabric will be placed to separate the underlying soft <br /> 1 materials from the granular materials. One foot (F) of granular material of"sand <br /> cushion" will be placed on the geotextile fabric to provide a firm base for the six <br /> inches (6") of Class 5 aggregate base and three and one-half inches (3-1/2") of <br /> ' bituminous pavement. <br /> 4.5 Permits and Approvals <br /> ' Reconstruction of the existing sanitary sewers and water mains,will require a permit <br /> from the Minnesota Pollution Control Agency (MPCA), and the Minnesota <br /> ' Department of Health, respectively. <br /> 4.6 Detour Routes <br /> ' The project will require significant excavation and disposal of unacceptable material <br /> from the existing street area, and a supply of significant volumes of granular base, <br /> aggregate base and bituminous pavement materials. This effort will require closing <br /> the roads under construction and increasing loaded truck traffic on the streets <br /> ' adjacent to the construction area. Adequately signed detours will be identified to <br /> direct traffic around the construction zones and notify users of the increased truck <br /> and construction activity.
