Much of this proposal is based upon your discussion with my partner, <br /> Diane Traxler,and also builds upon our past studies for the City. This prospectus is organized in <br /> three parts: a discussion of the goals of the research; a potential design and schedule; and, <br /> estimated project costs. As you will see, I am certain that DRL can provide the Village of Saint <br /> Anthony with the information it seeks in both a cost-effective and timely manner. <br /> GOALS OF THE RESEARCH: <br /> The survey would assess the attitudes and opinions of residents of the Village of Saint Anthony <br /> on three separate, but interrelated.issues: <br /> 1. Evaluation of Quality of Life: How satisfied are residents with their current services and taxes <br /> in the Village of Saint Anthony? What do they see as the needs of the community? Are there any <br /> priorities on specific types of services which the Village should offer? What services, if any, need <br /> to be expanded? What services, if any, could be reduced or terminated entirely? <br /> 2. Potential Referendum Issues: How do residents feel about property tax increase for various <br /> specific purposes? Do they see a need for a fire station or public works building? What <br /> information sources are used by residents to find out about these issues and base a decision for or <br /> against a referendum? What is the best way to inform residents about needs prior to any <br /> referendum campaign? <br />
