ANTHONY, MN—A referendum will be held during the November 5 general <br /> election asking voters to give the City the authority to issue on-sale liquor licenses to <br /> restaurants and hotels, the City Council decided at its meeting Tuesday. <br /> "Currently the City cannot attract the sit-down restaurants that residents are asking for <br /> because we do not have the authority to issue on-sale liquor licenses to privately-owned <br /> restaurants and bars," said Mayor Randy Hodson. <br /> "Passage of this referendum would allow us more options. It would allow St. Anthony to <br /> attract restaurants, especially in the Northwest Quadrant Redevelopment Area,"he said. <br /> At this time, the only restaurants in St. Anthony are the Stonehouse Bar& Grill and the <br /> fast food establishments. <br /> Developers have indicated that opportunities could exist to bring privately-owned <br /> restaurants to locate in the Northwest Quadrant Redevelopment. However, businesses <br /> like Champps Americana, T.G.I. Friday's, Applebee's, Cattle Company, etc., all require <br /> an on-sale liquor license. <br /> "The vast majority of sales for these restaurants comes from their food service, but they <br /> do require the ability to offer drinks with meals or in the bar," said St. Anthony <br /> Municipal Liquor Operations Manager Mike Larson. <br /> St. Anthony is one of the few cities in the metro area that currently does not have the <br /> authority to issue on-sale liquor licenses to privately-owned restaurants. State law <br /> requires that for the City to acquire that authority, voters must authorize it in a special <br /> election. <br /> If the referendum is approved, the City would have the ability to issue up to six on-sale <br /> liquor licenses. The City would establish guidelines regarding where any restaurant <br /> serving liquor would be permitted and what type of restaurant would be eligible to <br /> receive licenses. <br />
