2002 ACCOMPLISHMENTS <br /> We continue to meet such routine successes as state and federal training <br /> mandates, coding standards, maintaining POST mandated rules and <br /> regulations, and the operation of an effective and professional agency. In <br /> addition to these routine successes, we also note the following for 2002: <br /> • Trained all department personnel on the 800 megahertz radio system and <br /> successfully made the transition. This transition will allow for <br /> unprecedented agency interoperability. <br /> • Created a new uniform police report, which encompasses ICR, offense, and <br /> arrest information. This form greatly reduces paperwork and duplication of <br /> information. <br /> • Created a uniform supplement report, which is completed via computer on a <br /> Word Program. <br /> • Implemented a "less-lethal' policy and trained all officers on the less-lethal <br /> shotgun impact projectile (sock round). <br /> • Completed school intruder drills. <br /> • Kept officer turnover low. In fact, again this year,we did not lose a single <br /> officer. This greatly benefits residents by keeping trained and experienced <br /> officers in the city. <br /> • Maintained a position in the Community Prevention Coalition (now the <br /> Family Service Collaborative), a grass roots organization developed to <br /> provide positive opportunities for area youth. <br /> • Completed "active" shooter training with all officers. Active shooter training <br /> involves immediate response and contact by responding officers for active <br /> shooting situations. <br /> • Trained and equipped three officers to work in conjunction with a multi-city <br /> emergency response unit. This unit trains monthly, and can be utilized for <br /> barricaded suspects, high risk warrant execution, etc. <br /> • Worked with Ramsey and Hennepin Counties regarding terrorism grants <br /> and emergency operations. <br /> • Established Internet connectivity and began utilizing the new Minnesota <br /> Repository of Arrest Photographs. This connectivity greatly reduces the <br /> amount of time officers need to spend pulling together photo lineups and <br /> identifying suspects by responding to either Hennepin or Ramsey County <br /> Jails. <br /> • We created and implemented a new non-bias policing policy. <br /> • Completed Use of Force training in house, utilizing our own instructors. <br /> • Met all state and federal training mandates. <br /> 25 <br />
