City Council Regular Meeting Minutes ,�7 <br /> January 6,2004 <br /> Page 17 <br /> 1 Councilmembers that the process has been followed. Mayor Hodson stated that when the bids <br /> 2 came in too high, a discussion occurred and it was decided to proceed but to reduce the costs. <br /> 3 <br /> 4 Mayor Hodson stated that the Councilmembers have each voiced their reaffirmation to continue <br /> 5 with the process that has been identified. He stated that is what the Council has committed to do <br /> 6 tonight. <br /> 7 <br /> 8 Mayor Hodson stated he will recommend the Council discuss forming a task force to determine <br /> 9 how the City can better deliver services. He stated he would like to see many of the residents <br /> 10 present tonight participate in that task force. He urged the residents to help the Council manage <br /> 11 the issues of the City. <br /> 12 <br /> 13 Mayor Hodson called for a recess at 9:05 p.m. The meeting was reconvened at 9:20 p.m. <br /> 14 <br /> 15 B. Planniny,Commission—December 16, 2003. <br /> 16 1. Resolution 04-011, Lot Coverage Variance Request: and, <br /> 17 1. Resolution 04-012, Front Yard Setback Variance Request by Rod Rabine 2800-34`h <br /> 18 .Avenue NE. <br /> 19 Planning Commission Chair Melsha addressed Council and provided an update on the lot <br /> 20 coverage variance and a front yard setback variance request. He explained that the Rabine <br /> 21 request is for two variances to add a room to their house because his mother is confined to a <br /> 22 wheelchair and it would facilitate extended visits by providing a handicapped accessible <br /> 23 bathroom on the main floor. The addition space is proposed to be a bedroom and the new <br /> 24 handicapped accessible bathroom will be created in an existing bedroom,which is adjacent to an <br /> 25 existing bathroom. <br /> 26 <br /> 27 Planning Commission Chair Melsha stated there was a lot of concern with the front yard setback <br /> 28 since it is the most visible by neighbors and creates conflict with views. In addition, the <br /> 29 Planning Commissioners were not convinced that there were other alternatives that were not <br /> 30 completely unreasonable. The Planning Commission did not find a hardship and recommended <br /> 31 the Council deny the front yard setback variance request. <br /> 32 <br /> 33 Planning Commission Chair Melsha stated the lot coverage variance was more straight forward <br /> 34 and a similar request had been discussed before. He explained how the buildings and driveway <br /> 35 are configured and noted that the Planning Commission has recommended approval in other <br /> 36 similar requests. He stated that the Planning Commission found this to be a unique situation due <br /> 37 to the location of the buildings and it is less than a 3%variance request. The Planning <br /> 38 Commission found sufficient hardship and recommended approval of the lot coverage variance <br /> 39 request. <br /> 40 <br /> 41 Councilmember Faust reviewed the schematic contained in the Council information that showed <br /> 42 the Rabine property. Planning Commission Chair Melsha reviewed the location of the front yard <br /> 43 setback. Councilmember Faust asked if the Planning Commission had recommended an <br /> 44 alternative to add to the rear of the house. Planning Commission Chair Melsha stated that <br /> 45 alternative was discussed. <br /> 46 <br />
