32 <br /> Date: June 7, 2004 <br /> To: St. Anthony Planning Commission <br /> From: Perry Thorvig, City Planning Consultant on Silver Lake Village <br /> Subject: Hunt/Pratt's Condominium Project at'Silver Lake Village <br /> Requested Action: Approval of the Final Plans and Final Plat for the Hunt/Pratt <br /> Condominium Project at Silver Lake Village. <br /> Background <br /> It is required that the Planning Commission review the final plans for the Hunt/Pratt <br /> condominium development and make a recommendation to the City Council to approve, <br /> approve with suggested modifications, or reject the plans. <br /> The criterion that the Planning Commission should use to make the recommendation is <br /> the consistency of the final plans with the concept that was approved last September. <br /> The concept (Preliminary Development Plan)that was approved last year is reflected in <br /> the Design Framework Manual dated August 19, 2003 and the Preliminary Site Plan <br /> dated 8/8/03. It shows the four condominium buildings being located north of the <br /> Dominium rental building. <br /> If approved, the developer expects to begin construction in the fall. <br /> Finding of Consistency of Current Proposal with Preliminary Development Plan <br /> Building Location and Lot Coverage—The final plans show four modified U- <br /> shaped buildings facing each other. A central open space spine separates the <br /> buildings. The lot coverage and locations are the same as in the preliminary plan. <br /> Building Appearance—The height of the building is four stories. Height varies <br /> from a typical 50 foot height to a maximum of 60 feet in some end locations. The <br /> height has remained the same as in the preliminary plan. The buildings' exterior <br /> appearance is also basically the same. The design details show brick facing on <br /> the lower three floors with stucco/stucco board on the upper floor. The exterior <br /> materials are intended to be complimentary to the commercial developments in <br /> the PUD and to the Dominium building. <br /> The roof will be flat with parapet walls. <br /> Building Density—The number of apartment units has decreased from 256 to <br /> 251. <br />
