33 <br /> Types of Units—Three-hundred eighty people are expected to reside in the 251 <br /> units. There will be a mix of one bedroom, one bedroom with den, two bedroom, <br /> and two bedroom with den units. All of the units will be for sale. <br /> Affordability—All of the units are expected to be market rate units. None of <br /> them are expected to be affordable to households with median incomes less than <br /> 50% of AMI. <br /> Parking Spaces—There will be 89 parking spaces (1.4 spaces per unit) in each <br /> garage. That amounts to 356 spaces for the four buildings. In addition, there are <br /> 64 outside spaces on private property. The total amount of spaces is 420 (1.7 <br /> spaces per unit). There are 22 spaces along 39`h Avenue that cannot be credited to <br /> the development because they are in the public right-of-way and can be used by <br /> anyone. <br /> Planner's Analysis and Comments <br /> A PUD allows flexibility because of the large nature of the use. Some flexibility from <br /> normal city requirements is needed in order to approve this development. <br /> Parking-The number of parking stalls is less than would normally be allowed by <br /> code. Normally-502 spaces would be required. Four hundred and twenty are <br /> being provided. There are 22 spaces along 39th Avenue. However, these are on <br /> public right-of-way and cannot be used to satisfy parking requirements for the <br /> project. <br /> The developer has done several buildings similar to these. His experience is that <br /> many units are purchased by single individuals who live alone or, senior couples <br /> where there is just one driver. Therefore, the 1.7 spaces per unit is expected to be <br /> adequate. <br /> Appearance—The exact colors have not been defined yet. However, the color <br /> rendering indicates a rusty brick color compatible with other buildings in the <br /> PUD. The colors should be clarified by the time the Council approves the plan or <br /> delegated to staff in the same way the final approval of the materials was left to <br /> staff for the Wal-Mart building. ' <br /> Final Plat—The final plat is in conformance with the PUD and meets all the <br /> platting requirements of the City of St. Anthony. <br /> Summary <br /> It is recommends that the Planning Commission recommend approval of the Final <br /> Development Plan subject to the condition that that the color of exterior materials on the <br /> building be clarified prior to approval by the City Council. It is also recommended that <br /> the Planning Commission recommend approval of the final plat. <br />
