City Council Regular Meeting Minutes 09 <br /> July 13, 2004 <br /> Page 8 <br /> 1 Councilmember Thuesen indicated that he is still not convinced that three is the magic number to <br /> 2 begin requiring permitting. He suggested that an irresponsible dog owner of one should be <br /> 3 required to go through the permitting process for two dogs. <br /> 4 <br /> 5 Mayor Hodson stated that he is "okay"with the second version as presented. He noted there is <br /> 6 already a section in the ordinance addressing nuisance and barking dogs. He indicated in regard <br /> 7 to enforcement, he would like to believe that other communities specify the number of feet other <br /> 8 than utilizing the term abutting. <br /> 9 <br /> 10 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 11 City Manager Mornson reported the following: <br /> 12 1. Four public hearings will be held on Tuesday, July 20, 2004. Reports will be on the <br /> 13 agenda at the July 27, 2004 Council Meeting. <br /> 14 2. The decision was made to bid the development o 39h Avenue, Silver Lake Development, <br /> 15 in three phases. The Second phase, which is the pavement of the roads from Sliver Lake <br /> 16 Road to the public park area,will be bid Friday,July 23, 2004, and will be presented by <br /> 17 Todd Hubner at the July 27, 2004 Council Meeting. <br /> 18 3. The Shell of the new liquor store is constructed. The store is anticipated to be open by <br /> 19 September 10, 2004, therefore,the road will be in by that date as well. <br /> 20 4. A total of five new commercial retail buildings will be up by Labor Day. <br /> 21 5. The permit was approved by Wal-Mart over the July 4, 2004 weekend; construction will <br /> 22 begin the middle of July. <br /> 23 6. The Fire Station is on scheduled to open mid-October to early November. A dedication <br /> 24 will be held in November, which will coincide with Fire Prevention Week. <br /> 25 7. Since the open house at Public Works, the salt storage facility has begun construction. <br /> 26 8. Have been officially notified that Spectators will be withdrawing as a restaurant <br /> 27 candidate for the Silver Lake Development. The developers have until September 2005 <br /> 28 to deliver the City a restaurant for the planned development. Of the four restaurants <br /> 29 biding, the developers chose Spectators. Spectators have been putting up a lot of new <br /> 30 restaurants and will not be able to meet the deadline. An update will be presented at an <br /> 31 upcoming Council meeting. <br /> 32 9. The City has had an impressive year financially, being a"major"accomplishment despite <br /> 33 new construction and the"massive"re-developments. Credit needs to be given to Stuart <br /> 34 Bonniwell,Roger Larson, the Police Chief, the Fire Chief,the Public Works Director and <br /> 35 the Liquor Operations Manager for their efforts. <br /> 36 <br /> 37 Councilmember Horst reported his attending a meeting with the St. Anthony Sister Association. <br /> 38 He noted the topic of discussion was the return of the high school choir from Finland. He added <br /> 39 that St.Anthony will be having a Finnish visitor coming,with a picnic and community event <br /> 40 being held, on Saturday, July 17, 2004 from 11:30 a.m. to 2:00 p.m., in her honor. <br /> 41 <br /> 42 Councilmember Stille reported the opportunity the Council recently had to tour a refurbished <br /> 43 home, on 33rd Avenue,by the Greater Metro Housing Association(GMHA). He noted that the <br /> 44 service they provide to communities to provide a homeowner the chance to sell their home for <br /> 45 market value without having to make improvements to meet code regulations. GMHA in return <br /> 46 puts additional money into the property creating an updated and improved home to market. He <br />
