City Council Regular Meeting Minutes <br /> July 13, 2004 10. <br /> Page 9 <br /> 1 encouraged the public, if they are aware of a situation,to recommend GMHA. He suggested that <br /> 2 it is a"perfect"opportunity to maintain St. Anthony's housing capacity. <br /> 3 <br /> 4 Councilmember Thuesen reported his attendance at the park dedication of Silverwood,the .:. <br /> 5 former Salvation Army Camp,by Three Rivers. He indicated the plan of Three Rivers is to <br /> 6 focus on education, arts and environment. He suggested that Council look into rendering the <br /> 7 plan in the City offices for the public to view. He added that improvements will be made and <br /> 8 determined as funds are available. <br /> 9 <br /> 10 Councilmember Thuesen continued in reporting that the Patriots Marching Band returned from <br /> 11 Philadelphia where they performed in the Fourth of July Parade. He noted that the band has a <br /> 12 national following, and that they are a reflection of the youth of St. Anthony, adding the public <br /> 13 should be "proud." <br /> 14 <br /> 15 Councilmember Faust encouraged the public to take the time to tour the new Public Works <br /> 16 facility. He noted that the employees are very proud of their new location. <br /> 17 <br /> 18 Councilmember Faust continued in reporting his attendance at the first policy meeting of the <br /> 19 League of Minnesota on June 25, 2004,regarding"Fiscal Futures", in which he was elected Vice <br /> 20 Chair. He noted that the organization allows cities to develop polices for the next legislative <br /> 21 session. He added that three more meetings will take place, followed by the agenda will be <br /> 22 approved at the League of Minnesota's annual meeting in October 2004. <br /> 23 <br /> 24 Councilmember Faust also encouraged the public to sign up for the Chamber Golf Tournament <br /> 25 that will be held of August 6, 2004. He noted that sign up can be done at City Hall or at the <br /> 26 liquor stores. <br /> 27 <br /> 28 Mayor Hodson reported the opening of Silverwood Village in September 2004. He added that it <br /> 29 will be an"enjoyable"area for the public. <br /> 30 <br /> 31 VIII. COMMUNITY FORUM. <br /> 32 Chris Addington of 2612 St. Anthony Boulevard addressed the Council in thanking them for <br /> 33 recognizing that having three dogs does not mean the owner will be less responsible. She <br /> 34 thanked Councilmember Thuesen for his "insightful"comments. She stated that she wants a <br /> 35 "win-win"for the community as well,however, expressed her concern with stating 75 percent or <br /> 36 specifying the number of feet between properties. She posed to the Council the possibility of <br /> 37 living next to someone who may not like her dogs, therefore,would not sign allowing her a third <br /> 38 dog. She concluded in noting that she would like some type of"assurance" from the Council <br /> 39 that this could not happen. She asked the Council to take her concerns into consideration during <br /> 40 their final discussion. <br /> 41 <br /> 42 Bruce Troop of 2829 30th Avenue Northeast noted he thought that Councilmember Thuesen was <br /> 43 right"on point." He added that eight out of ten of his neighbors own one dog, some that bark <br /> 44 incessantly. He noted that it is the responsibility of the owner to bring their dog in. He indicated <br /> 45 that if the nuisance gets to be too much, then enforcement becomes an issue. He stated he agrees <br /> 46 with Councilmember Thuesen in that an irresponsible dog owner of one should have to apply for <br />
