City Council Regular Meeting Minutes 11 <br /> July 13, 2004 <br /> Page 10 <br /> 1 a permit for their second dog. He thanked the Council and expressed his appreciation for their <br /> 2 time in making a decision which will be a"positive"for the community. <br /> 3 <br /> 4 Leif Thorsen of 3215 32"d Avenue Northeast addressed the Council and the public in noting that <br /> 5 during the last week of July, the Andrew Lloyd Weber presentation of Joseph will be playing at <br /> 6 the high school auditorium. He added that admission is free and encouraged attendance. <br /> 7 <br /> 8 Mr. Thorsen continued in addressing the Council regarding his concerns in amending the dog <br /> 9 ordinance. ,He indicated that there are eight dogs on properties that adjoin his. He noted that he <br /> 10 has good neighbors and they all get along well. He added, however, that the dogs do not get <br /> 11 along as well. He suggested that dogs are territorial and if one barks, another responds in <br /> 12 barking also. He stated that three dogs make more noise than two dogs and more than one dogs. <br /> 13 <br /> 14 Mr. Thorsen indicated that in discussing the nuisance of barking dogs with his neighbors,they <br /> 15 each claim that it is not their dog and that they are responsible dog owners. He added that the <br /> 16 problem is not that he has too many neighbors, it's that there are too many dogs. He suggested <br /> 17 that allowing for a third dogs will only add to the noise in the community. He added that he is <br /> 18 sure he is not alone in this, since there are several areas in the community that are already <br /> 19 heavily populated with dogs. <br /> 20 <br /> 21 Mr. Thorsen asked the Council to consider the impact that amending this ordinance would make <br /> 22 on the community. He concluded in urging the Council leave the dog ordinance as it is and to <br /> 23 enforce the codes that are already on the books. <br /> 24 <br /> 25 IX. INFORMATION AND ANNOUNCEMENTS. <br /> 26 None. <br /> 27 <br /> 28 X. MISCELLANEOUS INFORMATIONAL DOCUMENTS. <br /> 29 City Manager Mornson noted that National Night Out will be August 3, 2004, adding that there <br /> 30 will be a Resolution presented at the July 27, 2004 Council Meeting declaring the day. He <br /> 31 indicated that a list of the block parties will also be presented at the meeting. <br /> 32 <br /> 33 Mayor Hodson inquired as to how an individual goes about adding a block party to the list. Mr. <br /> 34 Mornson stated that they should contact the Police Department. <br /> 35 <br /> 36 XI.
