1 The Planning Commission further recommends that the following conditions
2 -be imposed on the granting of this variance:
3 a. The temporary canvas lettering proposed to be put up when the sign
4 band is installed on the fascia sometime around April 1, 1989 to
5 identify those tenants who have not yet signed up for permanent
6 signage would be allowed to remain on the sign band only three months
7 after completion of the sign band.
8 b. All current signage on the building fascia including underhanging
9 signs will have to be removed with the installation of the new sign
10 band.
11 c.'All sign lighting except that on the pylon sign and the tenant
12 directory will have to be turned off at midnight.
13 d. The variance is valid for a period of 24 months from date of approval
14 after which time it becomes invalid if the project is not started.
15 In recommending this variance be granted, the Planning Commission finds
16 the following special circumstances support the variance request:
17 1) The shopping center fronts on both Highway 88 and" Kenzie Terrace but
18 no identification of the center or its tenants is currently available
19 on Kenzie Terrace.
•"0 2) The center buildings have their backs on Kenzie Terrace, further
1 screening their visibility.
22 3) The 39.5 square foot directory when coupled with the 260 square foot
23 pylon sign is still less than the center would be allowed if there
24 were a pylon sign only.
25 4) No calls either for or against the variance were received by staff
26 prior to the hearing and there were no expressions of opposition
27 during the hearing.
28 5) The three conditions required be met have been met in this request.
29 In recommending that this variance be granted, the Planning Commission
30 wishes to go on record as commending the owners for making these long
31 overdue improvements to the St. Anthony Shopping Center.
32 Notion carried unanimously.
33 Mr. DiSanto advised that another appointment in another city would
34 prevent his attendance at the Council meeting where the Commission
35 recommendation would be presented, but indicated lair. Johnson would be
36 gong in his stead.
  11
