1 The Planning Commission further recommends that the following conditions <br /> �2 -be imposed on the granting of this variance: <br /> 3 a. The temporary canvas lettering proposed to be put up when the sign <br /> 4 band is installed on the fascia sometime around April 1, 1989 to <br /> 5 identify those tenants who have not yet signed up for permanent <br /> 6 signage would be allowed to remain on the sign band only three months <br /> 7 after completion of the sign band. <br /> 8 b. All current signage on the building fascia including underhanging <br /> 9 signs will have to be removed with the installation of the new sign <br /> 10 band. <br /> 11 c.'All sign lighting except that on the pylon sign and the tenant <br /> 12 directory will have to be turned off at midnight. <br /> 13 d. The variance is valid for a period of 24 months from date of approval <br /> 14 after which time it becomes invalid if the project is not started. <br /> 15 In recommending this variance be granted, the Planning Commission finds <br /> 16 the following special circumstances support the variance request: <br /> 17 1) The shopping center fronts on both Highway 88 and" Kenzie Terrace but <br /> 18 no identification of the center or its tenants is currently available <br /> 19 on Kenzie Terrace. <br /> •"0 2) The center buildings have their backs on Kenzie Terrace, further <br /> 1 screening their visibility. <br /> 22 3) The 39.5 square foot directory when coupled with the 260 square foot <br /> 23 pylon sign is still less than the center would be allowed if there <br /> 24 were a pylon sign only. <br /> 25 4) No calls either for or against the variance were received by staff <br /> 26 prior to the hearing and there were no expressions of opposition <br /> 27 during the hearing. <br /> 28 5) The three conditions required be met have been met in this request. <br /> 29 In recommending that this variance be granted, the Planning Commission <br /> 30 wishes to go on record as commending the owners for making these long <br /> 31 overdue improvements to the St. Anthony Shopping Center. <br /> 32 Notion carried unanimously. <br /> 33 Mr. DiSanto advised that another appointment in another city would <br /> 34 prevent his attendance at the Council meeting where the Commission <br /> 35 recommendation would be presented, but indicated lair.
