Planning Commission Meeting Minutes <br /> August 17, 1999 <br /> Page 11 <br /> 1 7. There shall not be any test drives allowed on the property. <br /> 2 8. The perimeter between this land and the residential land uses to the west should be land- <br /> 3. scaped with overstory trees. <br /> -4 9. Part of the pedestrian greenway should be provided in the back part of the lot and in con- <br /> 5 - junction with the other shopping area to the proposed village green near Highway 88. <br /> 6 10. The parking lot should be resurfaced. <br /> 7 Motion carried unanimously. <br /> 8 Bergstrom invited Mr. Kellison to discuss the Comprehensive Sign Plan for The Hitching Post. <br /> 9 Mr. Kellison reviewed that Mr. Furseth has specific marketing agreements with suppliers and <br /> 10 that the business must include designated signage. Mr. Kellison submitted a proposal and <br /> 11 drawings that he believed to be sensitive to the City's preferences as well as considerate of the <br /> 12 shopping-enter. The plan indicated there would five signs, each 3 feet by 12 feet. Mr. Kellison <br /> 13 mentioned that if the comprehensive sign plan was approved, The Hitching Post would agree not <br /> 14 to install any window signage. <br /> 15 <br /> 16 Mr. Kellison mentioned that Mr. Furseth had requested consideration of a single monument near <br /> 17 the edge of the parking lot, which would illustrate the signs required in the marketing agreement. <br /> 18 Morrison stated that the City would allow for each business to incorporate a ground sign of a <br /> 19 maximum of eight feet tall, but a monument sign (or pylon) would require additional considera- <br /> 20 tion. <br /> 21 Horst mentioned that he believed the pylon proposal was not complying with the Commission's <br /> 22 original intent, and would cause additional study and discussion. <br /> 23 Hanson stated that he felt comfortable with allowing wall signage as opposed to pylon signage. <br /> 24 He questioned whether a restriction could be imposed to turn the signs off at midnight; however, <br /> 25 he added that the signs would be facing away from any residential areas. <br /> 26 Mr. Kellison reminded the Commission that Mr. Furseth agreed not to install any window <br /> 27 signage if the proposed Comprehensive Plan was approved. <br /> 28 Motion made by Horst, seconded by Bergstrom,to recommend approval of the Comprehensive <br /> 29 Sign Package as proposed, recognizing that excess.signage would be present, but understanding <br /> 30 that installation of window signage would not take place. <br /> 31 Motion carried unanimously. <br /> 32 Bergstrom encouraged Mr. Kellison to attend the City Council meeting on August 24, 1999 to <br /> 33 support the Comprehensive Sign Plan. <br /> 34 VII. OTHER BUSINESS. <br />
