Planning Commission Meeting Minutes <br /> August 17, 1999 <br /> Page 10 <br /> 1 Hanson stated that a City Councilmember had contacted him with a concern about noise levels <br /> 2 possibly generated from The Hitching Post. Hanson felt Mr. Kellison had adequately addressed <br /> .3 the issue and he was comfortable reporting back to'the Councilmember. <br /> 4 Horst,expressed that he was concerned about having a potentially noisy business in town, yet he <br /> 5 was also concerned about alienating potential businesses from St. Anthony. Horst stated that <br /> 6 most businesses within the shopping center, with the exception of food service businesses, are <br /> 7 closed within reasonable hours. However, he felt that a restriction on hours could be imposed in <br /> 8 the conditional use permit if necessary. <br /> 9 Stille asked if hours of service limitations could be placed for the business. <br /> 10 Mr. Kellison mentioned that there needs to be some flexibility in allowing customers to pick up <br /> 11 repaired vehicles, but that vehicles would not be repaired during late hours. Horst clarified that <br /> 12 picking up vehicles is different from repairing vehicles. <br /> 13 Bergstrom asked Mr. Kellison for clarification of service and business hours for presentation to <br /> 14 the Council. Mr. Kellison suggested business hours from 8:00 a.m. to 10:00 p.m., and service <br /> 15 hours from 8:00 a.m. to 6:00 p.m. <br /> 16 Morrison recommended that the conditional use permit be approved on the conditions set forth in <br /> 17 Mr. Krier's August 11, 1999 letter, with the exception of requiring an enclosure for the trash <br /> 18 dumpster, and that a Developer's Agreement would be required to be executed prior to approval <br /> 19 of a building permit. <br /> 20 Motion by Bergstrom, second by Horst that the Commission approve the conditional use permit, <br /> 21 with conditions set forth in Richard Krier's letter of August 11, 1999, for 2550 Highway 88 for <br /> 22 the sale of motorcycles and vehicle repair as defined by installation of trailer hitches. The <br /> 23 Planning Commission recommends approval as presented in the packets subject to the following <br /> 24 conditions: <br /> 25 1. All vehicles, merchandise, and parts storage should occur in the building. Outside <br /> 26 storage would not be allowed. <br /> 27 2. An eight-foot high screen wall would be placed at the south side of the building pursuant <br /> 28 to Mr. Kellison's projections to screen the bin from the adjacent property. <br /> 29 3. The mechanical equipment on top of the building shall be painted in a color to blend the <br /> 30 equipment with the building. <br /> 31 4. The building should conform to the Kenzie Terrace Redevelopment Project Area Design <br /> 32 guidelines including building facade, signs, lighting, screening, landscaping, plant mate- <br /> 33 rial, pedestrian amenities (such as paving, benches, trash containers and bike racks). <br /> 34 5. An executed Developer's Agreement shall be presented prior to the City issuing a Certifi- <br /> 35 cate of Occupancy. <br /> 36 6. Hours of operation for The Hitching Post shall be 8:00 a.m. - 10:00 p.m. for business <br /> 37 hours, and 8:00 a.m. - 6:00 p.m. for service hours. <br />
