This variance would not be detrimental to the public welfare or to other property in the <br /> neighborhood, and would be based on our buildings unique condition as a stand alone <br /> retailer that.is neither very large (and therefore under different guidelines) or of a typical <br /> smaller size stand-alone retailer where the sign code provides for a design that is in scale <br /> with the overall project. <br /> Conditional Use Permit <br /> Our application also includes a conditional use permit request related to the drive-thru <br /> pharmacy. We are requesting approval of a two lane drive-thru on the north side of the <br /> building, away from the residences to the south and not in direct view of the two primary <br /> roadway frontages. The drive-thru does not utilize a loudspeaker system, and is for drop- <br /> off and pick-up of prescriptions only. (i.e. no other items may be purchased thru the <br /> drive-thru window). <br /> The drive-thru is primarily intended as a service to elderly customers and parents with ill <br /> children. Of course any customer may use the service, but a typical Walgreens sees far <br /> less traffic than other traditional drive-thru users such as fast food and banks. <br /> This conditional use would not be detrimental to the health, safety nr apnp-1 ,,.oif,ro nf' <br /> the public, nor would it adversely affect property values nearby. The use is specifically <br /> listed in the commercial zoning district, and is an integral.part of new Walgreens stores. <br /> The concept has been deemed by Walgreens as.a necessary part of their new stores; and <br /> accepted by the public as a desirable shopping amenity. <br /> Lot Combination <br /> We are proposing to combine the two lots shown in our drawings, and have included an <br /> application form for subdivision and platting. From our conversations with the City <br /> Attorney, it appears this combination can be done with a fairly simple document and no <br /> formal procedure from the Planning Commission or City Council. However, I have <br /> included the application because it Is iiie closest one in funs to what we are doing, and <br /> have included the fee that would be assessed for a subdivision. <br /> I hope you find our application complete and well designed, and thank you, the Planning <br /> Commission, City Council and other staff members that have helped us thus far in our <br /> process.
