MEMO <br /> DATE: 12/12/00 MEETING DATE: 12/19/00 <br /> TO: Planning Commissioners <br /> FROM: Susan Henry, Assistant City Manager <br /> RE: Electronic Signs - Issues Report <br /> Requested Action: <br /> Please review Chapter 1400 of the City's code as it relates to the issues mentioned below on the <br /> subject.of electronic signs. <br /> Background: <br /> As you know, the City is contemplating a monument sign for the front of City Hall. The concept plan <br /> for the proposed electronic monument sign includes the capability for the sign to "flash," or have <br /> "animation"which is currently prohibited in St. Anthony's city code. Walgreen's is also proposing an <br /> electronic.sign for their development. Upon review of the City monument sign concept and in light <br /> of the Walgreen's request, the City monument sign subcommittee has decided to study the electronic <br /> sign issue and look at potential changes to the sign code as it relates to electronic signs. The <br /> following are'issues to consider as the city code relates to electronic signs: <br /> (1)'.' Maximum number of copy lines. <br /> .• (2) How long one message stays up before it changes. <br /> (3) Acceptable colors. <br /> (4) Sign copy surface area. <br /> (5) Size of lettering. <br /> (6) What to call electronic signs in the code. <br /> (7) Multi-sided signs. <br /> (8) Setback/easement requirements <br /> (9) Required Maintenance (no burned out bulbs) <br /> I have reviewed several city codes from the.League of Minnesota Cities Research Department <br /> pertaining to electronic signs.- When it comes to flashing or animated signs, most cities prohibit <br /> them. The cities that do have electronic signs as permissible had stipulations in the code, such as <br /> how often the message can change. One city had a public service requirement attached for any <br /> business sign.
