CHAPTER 14. SIGNS <br /> Chapter 1400 - SIGNS <br /> 1400.01 Title. This Chapter will be known as the "Sign Ordinance". <br /> 1400.02 Purpose and Intent. The purpose of this Chapter is: <br /> (a) To establish standards which would permit businesses in the City a <br /> reasonable and equitable opportunity to identify themselves. <br /> (b) To preserve and promote civic beauty and not allow signs which <br /> would detract from this objective because of unusual size, shape, <br /> height, location, condition, cluttering or illumination. <br /> (c) To insure that signs in the City do not create a safety hazard. <br /> (d) To preserve and protect the value of land and buildings, and to <br /> preserve and protect landscapes. <br /> 1400.03 Scope. This Chapter applies to all signs in the City, and describes signs <br /> which are prohibited, signs which may be erected only with a permit, and signs, <br /> which may be.erected without a permit.. This Chapter also,contains certain <br /> requirements for all signs erected, administrative provisions for issuance of permits <br /> and procedures with respect to variances. <br /> 1400.04 Definitions. For the purposes of this Chapter, the following terms have the <br /> meanings given them in this Section: <br /> Subd. 1. Advertising Message. That copy on a sign describing products or <br /> services being offered to the public. <br /> Subd. 2. Animated Sign. A sign which includes action or motion. <br /> Subd. 3. Billboard. A sign erected for the purpose of advertising a product, <br /> event, person or subject not entirely related to the premises on which the,sign <br /> is located. <br /> Subd. 4. Business Frontage. The linear frontage of that portion of a building <br /> facing the right-of-way and occupied by one separate business. <br /> Subd. 5. Canol2y. A permanent roof structure attached to and supported by <br /> the building. <br /> 14-1 <br />
