Hall, Assistant City Manage <br /> SUBJECT: Proposed Pawnbroker Ordinance <br /> Background: <br /> For the past couple of Planning Commission meetings, Commissioners have discussed <br /> the proposed pawnbroker and second hand goods ordinances amongst themselves and <br /> with Chris Smith of Dorsey and Whitney. Mr. Smith has made revisions to the proposed <br /> ordinances, per the last conversation. Please find the latest drafts attached. <br /> Captain John Ohl of the St. Anthony Village Police Department has also reviewed the <br /> ordinances and his comments have been incorporated into the latest draft. Captain Ohl <br /> plans to be in attendance at the March 18 Planning Commission meeting, per <br /> Commissioners' request, to discuss police-related issues. <br /> A couple of comments about the attached drafts: (1) there is nothing in the ordinance as <br /> to specific license fees, as this will be incorporated into the list in Section 615 of the City <br /> Code. Thus, when the City Council passes the pawnbroker ordinance, it will also need to <br /> amend Section 615; and (2) there is not any added security language in Section <br /> 566.12(L), relating to firearms and weapons, as they are completely banned under the <br /> ordinance. <br /> Requested Action <br /> For the March 18, 2003, meeting, Commissioners can review the drafts, be prepared to <br /> discuss, and work toward finalizing the new ordinances.
