MEMORANDUM DATE : February 4 , 1982 • TO: David Childs , City Manager Department Heads Ron Berg , Administrative Assistant FROM: Connie Kroeplin , Secretary SUBJECT: Notes on February 3 , 1982 Staff Meeting ---------------------------------------------------------------------- '.The meeting began at 9 : 35 A.M. Those present were : Dave Childs , Ray Nelson , Larry Hamer , Carol Johnson , Don Hickerson , Lee Entner and Connie Kroeplin . Ron Berg was absent. Mr. Childs opened the meeting by asking the Department Heads for their agenda items for the February 9th Council meeting . Larry Hamer will have the test results on the Jordan strata water wells obtained from Serco Labs . The tests were negative , indicating no contamination . Mr. Hamer will also draw up a resolution regarding Burlington Northern and state bonding monies for the St. Anthony Boulevard bridge . Carol Johnson will have the final year-end budget transfer resolution and a resolution modifying the 1982 budget due to the cutbacks from the state . • Mr. Childs and Chief Hickerson discussed the changes requested by the Council on the second reading of the alarm ordinance . Mr. Childs indicated there will be a continuation on the Apache Medical Center signage request. He also noted there has been little response to the letters sent out regarding applications to serve on the Planning Commission . Lee Entner then addressed the firefighter applications , informing those present there have been a total of 7 applicants for the vacancy . Mr. Phil Saari , from the Development Achievement Center, will be present at the Council ' s February 9th meeting to request a monetary, donation for that agency from the City . Ms . Nina Flanders will also be present at that Council meeting to present a proposal from Positive Performance Systems . This organiza- tion deals with personal self-image . Its initial program runs from 4 to 6 hours . Mr. Childs felt a program of this type would be bene- ficial to City personnel especially members of the Police Department , who are constantly confronted with situations where people are at their worst. If there is interest in a program such as this , the City would have to review other proposals . • Larry Hamer brought up the matter of building permits at the Fosston Townhouses . Several of these townhomes had carports attached to the townhome and no final inspection was made at that time (some as long as 11 years ago) . The .City has written to each party concerned ,
