CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> • January 26 , 1982 <br /> The meeting was opened with the Pledge of Allegiance by Mayor <br /> Sundland at 7 : 30 P.M. <br /> Present for roll call : Marks , Ranallo, Sundland , Letourneau , and <br /> Enrooth . <br /> Also present: Dave Childs , City Manager; Ron Berg , Administrative <br /> Assistant; William Soth , City Attorney ; Carol Johnson , <br /> Finance Director; Larry Hamer , Public Works Director; <br /> and Don Hickerson , Police Chief . <br /> A correction was made of the spelling. of "Cadwallader" in line 15 , . <br /> paragraph 1 of Page 2 , of the January 5th Council minutes . <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> approve as corrected the minutes for the Council meeting held <br /> January 5 , 1982 . <br /> Motion carried unanimously . <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> approve payments of all verified claims listed in the January 26 , <br /> 1982 Council agenda as well as payments to Short-Elliott-Hendrickson , <br /> Inc. , of $1 , 193 . 46 for the preliminary report related to the 37th <br /> Avenue N. E. watermain , and $271 . 55 for preparation of plans for <br /> watermain extensions from Anthony Lane to County Road C; $645 . 79 <br /> to Planning Design & Research Engineers for the infiltration/inflow <br /> analysis ; and the sums of $2 , 562 . 70 and $1 , 903 . 60 to the Dorsey 'Firm <br /> for legal services during September and October . <br /> Motion carried unanimously . <br /> Consideration of the plans submitted by the engineer for the <br /> replacement of the St. Anthony Boulevard bridge was moved up on the <br /> agenda. Steve Campbell of Short-Elliott-Hendrickson , Inc. presented <br /> the plans developed by his firm for the replacement of existing bridge <br /> approaches , railings and sidewalks which will be constructed to a <br /> 30 mph design in accordance with state and federal requirements . <br /> Six foot wide sidewalks and five foot high railings , which meet the <br /> new federal standards for a bicycle route will be installed , accord- <br /> ing to Mr. Campbell. He then pointed out the official detour which <br /> will be necessary for the project as well as the routes drivers can <br /> be expected to follow as an alternative . When Councilman Ranallo <br /> emphasized the urgency for expediting the construction because of <br /> the adverse economic effect the detour can be expected to have on <br /> the St. Anthony Shopping Center and the City ' s liquor store , the <br /> engineer said he believes the bids can be taken in February and <br /> construction started in March or April so heavy equipment can be on <br /> site before the road limits are imposed in May . <br /> In his January 15th memorandum, Mr. Hamer had recommended the City <br /> not wait for federal funding for the project because of its low <br />
