The Public Works Director .said he is certain the City <br /> will have until 1984 before MSA funds will have to be used for the <br /> County ' Rbad D project and he and Mr. Campbell assured the Council <br /> members that there is little likelihood that the state will cut back <br /> on MSA funds because of their widespread acceptance throughout the <br /> state and the fact that they are appropriated by law from the gas <br /> tax proceeds . <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> direct staff to prepare the resolutions necessary for proceeding with <br /> the St. Anthony Boulevard Bridge replacement project, as proposed by <br /> Short-Elliott-Hendrickson, Inc. <br /> Motion carried unanimously . <br /> Doug Jones , the new Chairman of the Planning Commission , opened his <br /> report on the January 16th Planning Commission meeting by commending <br /> the Public Works Department for the tremendous effort they had put <br /> forth to remove the snow pile up on City streets . He said as he <br /> drives from Minneapolis to St. Anthony he realizes how fortunate <br /> the City residents are. <br /> The Chairman then reported the publi-c_ hearing the Commission had <br /> conducted on the reallocation of CDBG funds from prior years to single <br /> family rehabilitation grants to moderate to low income residents of <br /> • St. Anthony , as recommended by Mr. Berg . The Administrative Assistant <br /> explained how too many restrictions by the County on multiple dwell- <br /> ing rehabilitation grants had discouraged the owners from seeking <br /> those funds which were dedicated in Years IV and V, and said the <br /> funds allocated in Year VI for senior housing on Kenzie Terrace will <br /> probably not be used because the .project failed to obtain HUD <br /> financing. These monies must be spent or will be lost , Mr. Berg <br /> said, and the County has received requests for single family re- <br /> habilitation grants .which match these amounts . <br /> 'Motion by Councilman Ranallo and seconded by'Councilman Letourneau <br /> to adopt the resolution which reallocates CDBG monies for Years IV, <br /> V, and VI in the amount of $50 , 157 to single family rehabilitation <br /> grants for Year VII , finding, as did the Planning Commission , there <br /> have been significant requests for the rehabilitation grants and it <br /> appears there would be a continued need for this program , as evidenced <br /> by 'the numerous requests. .from City residents for the funds . <br /> RESOLUTIOi'� 82-011 <br /> A RESOLUTION REALLOCATING CDBG MONIES <br /> Motion carried unanimously . <br /> Loren Swanson and Al Goetsch of Central Engineering , Inc. as well as <br /> Foster Dunwiddie, the architect for the proposed warehouse/shop <br /> • addition to that firm' s existing plant at 2930 Anthony Lane ; were <br /> present to answer questions related to the easements vacation , <br /> variances , and replatting which will,-..be necessary to construct the <br /> addition. <br />
